Recommended Action: APPROVE the Plans and Specifications for the Project and ADVERTISE for bids to be received on Thursday, July 12, 1990, at 2:00 p.m. DIRECT the "Clerk of the Board to publish the Notice to Contractors in accordance with Section 20392 of the Public Contract Code, and DETERMINE that the project is exempt from CEQA requirements as a Class 1C Categorical Exemption, and DIRECT the Director of Community Development to file a.Notice of Exemption with the County Clerk. II. Financiallmpact: The estimated contract cost of the project is $14,260.00, funded by Community Development Block Grant (100%). Reasons for Recommendations and Background: The project is needed to improve access to downtown services for handicapped citizens. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because all work will be done within the existing road right-of-way and there will be no expansion of use beyond that previously exisitng. The Public Works Director has filed with the.Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. N. Consequences of Negative Action: If the project is not approved for advertising, it will not be constructed.
