MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: June 12, 1990 SUBJECT: Contra Costa County's SB300 (Formerly S13140) Project Applications,for 1990 SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION I. Recommended Action: Authorize the Public Works Director to apply for State-Local Transportation Partnership program funds for various road improvement projects. 11. Financial Imp act: The eligible Area of Benefit and Measure "C" project costs can be reduced by as much as 15 percent. III. Reasons for Recommendations and Background: Senate Bill 300 approved by the State Legislature allocates $300 million of State funds to match a portion of any road, highway or mass transit project state wide which will be constructed by funds other than Federal or State funds. All applications are due to Caltrans by June 30, 1990; all' contracts are to be awarded before June 30, 1991; and the project must be completed by June 30, 1994. The maximum amount of State match authorized under SB300 is 50 percent but since all projects meeting the guidelines are eligible, we are estimating a 15 percent state match for each project. Diamond Blvd: $5,194,800 $779,200 Pacheco Area of Benefit Construct four lane road and Developer fees from Marsh Drive to Concord Avenue The County Transportation Committee reviewed this on June 5, 1990. IV. Consequences of Negative Action: Possible loss of-$8,132,700 in State-Local Partnership funds.
