BA GROUND INFORMATION: It has become increasingly clear to me that urba counties have many critical issues of significance which we could mos successfully address by working together as urban counties . C AC still provides a vital function and we should continue to participa e in CSAC. Ru al counties of California have had for 15 years a similar organization to represent their special needs in Sacramento and Washington. I believe the Urban Counties Caucus is a reality and Contra Costa County should be an active part of this organization. Please refer to the attached material for additional information. Our most pres ing goal at this time is to finalize the membership of the Urban ounties Caucus. If you have not already done so, we urge you to a endize the membership issue with your Board .by May 15, 1990. At ached you' ll find a completed transmittal which you can use to su mit to your Board. At this time 't is our understanding that Los Angeles, Riverside, Ventura, Sant Clara, and Alameda Counties have voted to join the —Urban Countie Caucus. Please notify Jane Decker or Carla Little at 408/299-43 3 when your Board has taken action on membership. If your count has joined already, Los Angeles County wil be contacting yo later this month with information on where to direct your d ue s. As you know, Los Angeles County has agreed to establish a t ust account for our caucus. Participants 'n the March 21 conference call suggested that we have another onference call in the third week of May, followed by a conference all or regular meeting after the election in June (details will follow) . In order to accomodate our busy schedules, we will conti ue to make maximum possible use of the conference call and the ax machine. BACKGROUND: In order to ga n a stronger hold on state funding for urban counties as we 1 as provide a stronger voice for urban county supervisors at the state level , Santa Clara, Alameda, Orange, and Los Angele Counties have initiated "the forming of an urban county organization. Bylaws have been drafted .by the Santa .Clara County C unsel, and dues have been tentatively set at $40, 000 annually for those counties invited to join. ..The 11 counties invited include Los Angeles, Orange, San 'Diego, -San. . Bernardino, Rierside, Ventura, Alameda,- Contra Costa,- Santa Clara, Sacrame to, and San Francisco. Rural counties have been so organized f r 15 years and now include 22 dues-paying counties. 4 - DISCUSSION r Ventura County does not meet the County Supervisors ' Association definition of "urban county; " however, when the urban county group was forming and the ten most populous counties were invited to join, Ventura County was asked to become a member. Board of Supervisors December 19 , 1989 Page Two Because our Board has been very active, highly visible and, therefore, very successful in Sacramento; and, because our Chief Administrative officer has played a leading role with his peers throughout the State in pressing the State for a better understanding of counties' fiscal concerns, Ventura County has been invited to become a member of this newly forming organization. One significant issue upon which counties have recently strongly disagreed is the proposed alcohol tax ballot initiative. While the initiative, should it qualify and be approved by the electorate, could benefit drug and alcohol programs in every county, certain wine growing counties remain strongly opposed to the tax. This issue has united the urban counties to move ahead with a formal organized group. While this new organization will be separate from the CSAC organization, we will continue to actively participate with all other counties in the State through CSAC, particularly as I now serve on the Executive Committee representing the suburban county group. It is imperative that our County work with those who share our frustration with the diminishing funding and often disproportionate share of the funding urban counties receive through negotiations at the State level A stronger voice through this group of elected supervisors from 11 counties will be heard in Sacramento. Considering that these counties represent nearly 75% of the State' s population and a significant majority of the State' s elected representatives, our impact will not only help the urban counties but also will serve to provide a stronger voice for all counties in the State. AND URBAN COUNTIES COALITION (3-VOTES) In adopting the current budget, your Board instructed us to review and report on the effectiveness of the County Supervisors Association o California (CSAC) in its representation of Los Angeles C unty and to withhold payment of the amount appropriated fo dues pending such review. We are now recommending two actions as a result of this instruction. On the one hand, we are recommendin payment of the 1989-90 dues to CSAC in recognition of their work n behalf of County government. On the other hand, we are recomme ding that you authorize Los Angeles County to join a newly establi hed Urban Counties Caucus which would work through CSAC and other means to improve the representation ,of large urban counties in Sa ramento. Historically, w ile CSAC has funded itself through dues assessments related to pop lation, it has governed itself on a one county/one vote basis. As a consequence, there have been instances when urgent priorities of Los Angeles and other urban counties have not enjoyed CSAC support while issues of limited importance to large urban counties have been emphasized by CSAC. However, in balance, it is important that counties make every effort to speak with a unified voice in their crucial competition with other levels for limited State esources. In important areas such as distribution of Proposition 99 tobacco tax revenues and workers compensation reform, CSAC as both effective and reflective of Los Angeles County's inter sts during the last legislative session. Honorable Board of Supervisors March 26, 1990 Page 2 During 1989, Supervisors from a number of large urban counties including then Chairman Edelman, held several meetings to discuss their concerns over CSAC' s representation of urban counties. Out of these meetings came a proposed course of action that has been adopted so far by Alameda, Riverside, Santa Clara, and Ventura Counties of 'the 11 largest counties and is anticipated to be adopted by most if not all of the others. This course of action specifically calls for a continued support of CSAC supplemented by the establishment of an Urban Counties Caucus to improve urban counties representation. The Caucus will work to focus greater State concern and support of urban county problems both through CSAC and directly. Because of its focus and size, it is anticipated that the Caucus can achieve greater direct participation and active support by elected Supervisors. I believe that this course of action already adopted by other urban counties is appropriate for Los Angeles County. It_should be noted that rural counties have, for a number of years, participated in a similar caucus quite successfully. The Urban Counties Caucus proposes to assess each member a $20, 000 fee for the current fiscal year and has requested Los Angeles County to initially act as trustee for the funds. Funds are available in the current budget for' our contribution from unexpended membership fees. Attachment "A" indicates potential members of the Urban Counties Caucus, including those who have already acted on the matter. Attachment "B" is a proposed "constitution" of the Caucus. Mr. Edwards: Thank you for you recent letter about proposals by the state government to make operational nd design changes in the Delta to increase the State project's ability to export water. I share much of y ur concern and your frustration with the frequency with which these issue arise. This latest plan is being hatched up in Sacramento, not h re in Washington, and there is a limited amount I can do as a Member of Co gress with respect to their planning. Implementation, h wever, is something else. There are a number of constraints on st. te water policy that the federal government can impose due to the Coordi ated Operating Agreement law that I wrote a few years ago. In addition, we have Imposed a moratorium on additional water sales from the Central alley Project until such matters as Bay-Delta standards, conservation and ompliance with Reclamation law are achieved. I hope that the n xt Governor will have the courage to promote a realistic approach to water policy instead of simply devising ways of exporting more northern water fo dubious purposes in the Valley and Southern California. These schemes gen rate more agitation and divisiveness than they do water, and they simply p t off longer the day of reckoning when conservation, efficient use, re ised cropping patterns and reuse are viewed as water management tools. Edwards : Please find enclosed general engineering plans for both the original ( 1939) and rehabilitated ( 1973 ) Dutch Slough Dam. 17-reliminary e.raminaticn of these data suggest- that both cul-,- its ha-,,,-- the same hydraulic efficiency; the shorter length, more efficient entrance structure, and more efficient shape of the rehabilitated structure most likely more than compensate for the slightly greater cross-sectional area and smoother surface of the old structure. The form and function of the tide gates were assumed equal for both structures in this comparison.
