HomeMy WebLinkAboutMINUTES - 05081990 - H.8 H. 8 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on May 8 , 1990 by the following vote: AYES: Supervisors Schroder, Torlakson and Fanden NOES: None ABSENT: Supervisors Powers and McPeak ABSTAIN: None SUBJECT: Hearing on proposed amendment to Buchanan Field Airports Rates, Charges, Fees and Regulations This is the time set for hearing on proposed Amendment to the Buchanan Field Airports, Rates, Charges, Fees and Regulations. Chair Fanden inquired if the hearing should go forward without Supervisor McPeak inasmuch as the airport is in her District. Hal Wight, Director of Airports, advised the Board that Supervisor McPeak had indicated to him that she concurs with the recommendations of the Public Works Department. The. Chair called upon Hal Wight, Director of Airports, to review the recommendations for increases in rates, charges, fees and regulations. . Mr. Wight reviewed the recommendations, noting that they are for an increase in fees now, and for yearly increases thereafter based on the previous year' s audit; and he advised that the Aviation Advisory Committee had held public meetings on the recommendations, and that he had also met with the Pilots ' Committee. The Chair declared the public hearing open and the following persons appeared: Ron Sorenson, appeared on behalf of the Fixed Base Operators at Buchanan field, in favor of the proposed recommendations. The Chair read a message from John McCombs, 2334 Platt Drive, Martinez, in opposition and suggesting excess costs be allocated to appropriate users. Ervin Slaski, 3204 Mountaire Drive, Antioch, representing the Mt. Diablo Pilots Association and tie-down tenants, appeared in opposition to the increase in tie-down rates and suggested that various cost centers be reviewed individually and charges adjusted accordingly. Supervisor Schroder requested a comparison with tie-down rate fees of other airports of comparable size in the area. Hal Wight responded with comparable rates. Vincent P. O'Hara, 3231 Burton Court, Lafayette, had filed a card advising that he did wish to speak, but wished to submit written comments for the record. (Supervisor Fanden advised that she would give copies to other members of the Board) Mr. O'Hara then requested to speak. He requested that the books be opened for review by interested persons. Supervisor Fanden commented that she was not ready to make a decision today, but would like a week or two to go over the material and new information received today, particularly since the vote of the advisory committee was not unanimous. Supervisor Schroder commented that it appears Buchanan Field rates are neither high nor low compared to other like airports, but seem to be right in the middle, and that he was satisfied with the recommendations of the advisory committee and staff, and was prepared to act today, and moved to approve the recommendations. Supervisor Fanden requested additional time to review. Supervisor Schroder withdrew his motion to approve. Supervisor Torlakson commented on billing cycle and accounting procedures, and requested staff to furnish him information on the fees that the Rio Vista Airport is now charging and the fees that were previously charged at Byron Airport when they had tie-downs, noting that he wanted to be sure that Buchanan is competitive with airports in the immediate area. He also requested information on accounting procedures with respect to projected revenue. Supervisor Fanden requested a copy of the minutes of the Aviation Advisory Committee meeting where the proposed fee increases were approved, as well as additional accounting information.
