RECONME:NDATION: ACKNOWLEDGE that the General Services Department will: 1 . Implement a five-digit dialing plan for calling between all County offices. 2. Consolidate, redeploy, upgrade, and share among County organizations, existing communications equipment in order to improve service, reduce expenses, and allow for future planned construction. II . BACKGROUND: During 1987 and 1988, the County negotiated favorable contracts with Pacific Bell and AT&T to provide long-term networking service and accomplish the purchase of telephone equipment, saving over $1 million annually. Recent and planned construction along the Highway 4 corridor (Muir/Glacier Complex, Douglas Drive) and in E1 S.obrante/Hilltop (Social Services, West County Detention Facility) where Centrex is not directly available requires installation of new equipment and a new dialing plan to ensure service availability, particularly in emergencies. County organizations have been implementing fax machines, computers, and other productivity-enhancing measures requiring additional telephone lines. This has resulted in unanticipated increased charges to Pacific Bell. These costs will continue to escalate as organizations attempt to maintain the desired level of service to the public with fewer resources. In an effort to contain costs, the County has been installing larger, more complex telephone systems. These systems cannot be integrated into an effective Countywide system without establishing five-digit dialing. This requires that disparate organizations "share" equipment and that . the General Services Department Communications Division be able to decide how best to redeploy equipment for maximum savings. III. FINANCIAL IMPACT: By acquiring the equipment now, prior to further construction and the completion of certain remodeling projects, the County can realize immediate savings and future cost avoidance. Such equipment may be leased at a rate of approximately eight percent for five years, after which time the County will own the equipment. By reducing expenditures for equipment and Pacific Bell service, the total monthly savings/cost avoidance for the first year is expected to be approximately $8,899. IV. CONSEQUENCES OF NEGATIVE ACTION: Increased costs of approximately $107 ,000 annually. Reduced level of communications services. Inability to provide certain types of communications services. Many organizations will be unable to take advantage of productivity-increasing devices. Potential non-service to some County locations in an emergency situation.
