Accept the job specification, salary level and recruitment plans for the Director of Environmental Management. 2. Accept the Mission and Goal Statements and Organizational Chart for the Environmental Management Agency. FINANCIAL IMPACT: The additional cost for an Agency Director will be borne through the existing budgets of the three Departments, through cost savings and through increases in fees. BACKGROUND: On April 17 , the Board approved in concept the creation of an Environmental Management Agency which would consist of the functions currently performed by the Community Development, Public Works and Building Inspection Departments. In addition, the Board directed that the Administrator prepare a job specification, salary level and recruitment plan for the Director of the Agency. Finally, the Board directed that mission and goal statements be developed along with an organizational chart. Over the last three weeks, the County Administrator held three meetings on these issues, with the Community Development, Public Works, Building Inspection and Personnel Directors. The results of this collaborative effort appear in the attachments. The agreement with this firm calls for completion of all tasks on or before September 1. Finally, staff of the involved Departments are proceeding diligently on implementing the 19 efficiency recommendations adopted by the Board on April 17 . A full progress report will be presented to the Board on May 15 . F ^' EXEMPT Proposed Salary Level : C3-2705 ($7484-$7_858_=_ , Contra Costa County April 1990 DIRECTOR, ENVIRONMENTAL MANAGEMENT AGENCY DEFINITION: Under general administrative and policy direction, to manage and coordinate all activities of the County Environmental Management Agency through its component departments and programs including Public Works, Community Development, Building Inspection, Transportation Planning and Economic Development; to assist the Board of Supervisors and the County Administrator in execution of overall policy for growth management and improved delivery of services in activities affecting the physical environment within the County; and to do related work as required. DISTINGUISHING CHARACTERISTICS: This top-level executive position directs the multi-department County Environmental Management Agency which combines a number of interrelated functions under centralized administration. Major functions .include: land use, flood control and transportation planning; economic development; . resources management; regulation of all public and private land and building development; regulation of air, water and noise pollution; and the design, construction and maintenance of County-operated public works roads, drainage facilities and airports. Subject to broad policy guidelines issued by the Board of Supervisors and the County Administrator, the Director has authority to develop strategies, goals and objectives for all agency functions and direct their implementation through the Assistant Directors for Public Works, Community Development and Building Inspection. Critical performance standards for this position are those of providing effective centralized interagency linkage and coordination . to the diverse programs within the Environmental Management Agency and accurate and timely recommendations to the County Administrator upon which final policy, budgetary and administrative decision affecting the various programs will be made. MANAGEMENT RESPONSIBILITIES: - Analyzes and evaluates . agency objectives and the effectiveness of departmental operations in conforming to policy guidelines and directs subordinate managers in implementation and modification of policies and procedures; . - Serves as staff consultant to the Board of Supervisors and as principal assistant to the County Administrator on matters relating to environmental __. improvement, infrastructure, growth management and development. Coordinates all activities of the Agency and advises other County Departments, governmental agencies and representatives of business and industry on environmental improvement issues and programs; Prepares and manages the budget of the Agency and supervises the expenditure of all funds allocated to the Agency, its departments and divisions. Develops and maintains a systematic method of obtaining and analyzing comprehensive information regarding environmental management issues within the jurisdiction of the Board of Supervisors; Develops and maintains a cooperative and effective working relationship with federal , state, regional and local planning agencies and with private developers, .investors and large-scale employers to meet public policy objectives in the comprehensive planning process; Insures full and prompt County access, information and service to the public on matters of land use and transportation planning, economic development, regulations covering land and building development, environmental protection, pollution control and growth management; - Coordinates the interface of County staff and departments involved in the . receipt, review and approval of land development and building applications to insure streamlined processing; Establishes a clear management framework to combine subordinate department heads and managers into an effective team which will empower and motivate staff to attain Agency goals and objectives. Monitors and analyzes bills and legislative proposals and recommends new or amended legislation to further community development and environmental management programs; Conducts a program of public information and public relations to develop and maintain support for environmental management programs and objectives established by the Environmental Management Agency and the Board of Supervisors; Analyzes and/or directs studies to evaluate new projects, considering the immediate and long range impact and cost, and recommends project adoption, modification or cancellation. Obtains formal approval from the Board of Supervisors for new policies, contracts, budgets, and other policy changes affecting the Environmental Management Agency; Makes presentations to the Board of Supervisors, federal, regional and state agencies, legislative bodies, community groups and the general public; . Attends meetings of the Board of Supervisors and the County Planning Commission and provides data, information, advice and special reports as required;. Forecasts personnel needs of the Agency with emphasis on identification of specific managers and career professionals the agency will need to achieve goals and objectives and maintains an ongoing programs of human resources recruitment, development and performance appraisal . _ 2 _ 7, e- - Coordinates overall activities of the Agency with the Economic Development Unit of the County Administrator's Office to enhance the County's economic base in areas including cooperative County-City planning and development, encouragement of non-polluting business, job creation, affordable housing and redevelopment. DESIRABLE QUALIFICATIONS: Education: Possession of a baccalaureate degree from an accredited college or university with a major in business or public administration, urban or regional planning, environmental management, civil engineering or a closely related field. Experience: Five (5) years of responsible executive experience as (1) an assistant department head or manager of a major, multi-program division or above in a public-sector community development, public works, building inspection; housing/redevelopment or land use/transportation planning department or (2) as a senior member of a private firm specializing in program management, consulting services or technical support to public jurisdictions in the areas of land use, transportation, public works or economic development. KNOWLEDGE OF: The principles of organization and management necessary to direct and coordinate the activity of a large multi-function agency, including program planning; Governmental structures and their interrelationships, responsibilities, functions and limitations; The technical principles, operational practices and controlling regulations which apply to a comprehensive environmental management program .including engineering and maintenance, land use planning and building construction. - Principles of personnel administration and management development including selecting, training, directing, supervising and evaluating a staff of high-level subordinate managers. - Organizational management in complex systems including formation, planning, budgeting, control , staffing and operations; - Communication skills and techniques required to organize and direct group discussions, to evaluate and transmit information and instructions at all functioning levels of the County, general public, private and public agencies, and to interview, counsel , instruct and persuade; - Principles and methods of public administration including fiscal management, budgeting for large and small operations and capital budgeting; ABILITY TO: Advise and consult with citizen groups, staff and other persons to resolve management problems and establishing goals and objectives; i - 3 - r Communicate and interact with personnel at all organizational levels and occasionally function in stressful or confrontation type situations requiring instructing, persuading, negotiating and motivating people; Act as liaison to advise and/or resolve differences with public or private agencies, other departments and general public; Advise the Board of Supervisors on policy and budget implications of programs and policies; Make analyses and recommendations based on findings in studies, field observations and public contacts; Define problem, areas, and collect, interpret and evaluate data and draw valid conclusions; Communicate effectively in both written and oral form to a wide range of audiences including the Board of Supervisors, state boards and citizen groups; Understand, interpret and apply provisions of federal , state and local legislation, rules and regulations pertinent to the administration of policies and programs of the Environmental Management Agency. Direct and coordinate the work of others through various supervisory levels and assist on more complex problems; Work effectively with the general public and community groups of various socio-economic backgrounds. MISSION AND GOALS Agency Mission The Agency' s mission is to plan and manage growth, development and infrastructure in the unincorporated area in coordination and cooperation with the cities and other governmental agencies. The Agency is mandated to provide current and future residents of Contra Costa County a safe and decent living environment while offering housing and employment opportunities, transportation alternatives, flood protection and conservation of natural resources. The Agency attempts to balance public needs, property owner rights and environmental considerations, all in accordance with applicable County ordinances, and state and federal laws. Agency Goals To provide current and future County residents with a suitable and attractive environment by facilitating adoption of balanced and managed development, environmental policies and regulating the use of land in accordance with County policy and applicable laws. To protect public health and safety by enforcing all codes and design standards regulating the construction of public and private buildings and facilities. To plan, construct, and maintain County roads, drainage facilities and airports in a cost efficient manner taking into consideration the potential social, economic and environmental impacts that may result. To provide courteous, efficient service to all citizens needing information, assistance or problem resolution in areas administered by the Agency. Ensure that the environment, urban infrastructure, transportation, and development within the unincorporated areas are balanced and integrated with city plans. In concert with Growth Management, accommodate the future travel demands of the public with a safe and efficient multi-modal transportation system which is integrated with the systems of cities, state and federal governments.
