SUBJBCT: Authorization of a Joint Public Hearing with the Contra Costa County
Board of Supervisors.
The Contra Costa County Redevelopment Agency RESOLVES that:
The Redevelopment agency staff is preparing a Redevelopment Plan and the Report
thereon for the proposed Rodeo Redevelopment Project Area. The Report will
include the Environmental Impact Report on the Project. The Agency has
authorized sulmittal of the Plan and Report, upon their completion, to the
Contra Costa County Planning Commission, and the Project Area Committee for its
report and recommendations and to the Contra Costa County Board of Supervisors
for its review.
Pursuant to the California Community Redevelopment Law, the Agency desires to
hold a joint public hearing with the Contra Costa County Board of Supervisors on
June 19, 1990 at 2:00 p.m. , at the County Administration Building, 651 Pine
Street, Roam 107, Martinez, California, for the purpose of considering the Plan
and the Report thereon.
Any person or organization desiring to be heard at that public hearing will be
afforded an opportunity to do so. To that end, and pursuant to State Law, the
Agency desires the publication of a "Legal Notice - Joint Public Hearing" in a
newspaper of general circulation. The Agency further desires written notice,
return receipt requested, be sent to all property owners within the proposed
project area as more particularly set forth below. A copy of the Legal Notice -
Joint Public hearing to be published is attached to this Resolution as Exhibit A
and is incorporated herein by this reference.
The Agency further desires that copies of the Legal Notice - Joint Public
Hearing be mailed to each taxing agency levying taxes on any property in the
proposed Redevelopment area, as more particularly set forth below.
NOW, THEREFORE, BE IT RESOLVED, the Contra Costa County Redevelopment Agency
approves the convening of a joint public hearing with the Contra Costa County
Board of Supervisors on June 19, 1990 at 2:00 p.m., in the Contra Costa County
Board of Supervisors Chambers, County Administration Building, 651 Pine Street,
Room 107, Martinez, California for the purpose of considering the Redevelopment
Plan and the Report thereon for the proposed project.
BE IT FURTHER RESOLVED, that upon an approval by the Contra Costa County Board
of Supervisors of a joint hearing on that date, the Executive Director of the
Redevelopment Agency is directed to:
(a) publish the above described "Legal Notice - Joint Public Hearing" not
less than once a week for four successive weeks prior to the aforesaid
hearing in the West Contra Costa Times, a newspaper of general
circulation for the County of Contra Costa and the newspaper to be
utilized for legal notices within the Rodeo Redevelopment Area.
(b) mail a copy of the aforesaid notice to the last known assessee of each
parcel of land in the area designated in the aforesaid
Redevelopment Plan, at the assessee's last known address
as shown on the last equalized assessment roll of Contra
Costa County.

(c) mail a copy of the aforesaid notice to the governing body
of each of the taxing agencies which levies taxes upon any
property in the project area designated in the proposed
Redevelopment Plan aforesaid.
All mailings as hereinabove provided shall be by certified mail with
return receipt requested.

LEGAL NOTICE
Joint Public Hearing
NOTICE IS HEREBY GIVEN that the Board of Supervisors of the County of Contra
Costa and the Contra Costa County Redevelopment Agency will hold a joint public
hearing on June 19, 1990 at 2:00 p.m. in the Board of Supervisors Chambers
located at the County Administration Building, 651 Pine Street, Martinez,
California. The hearing may be continued from time to time until completed.
Any person desiring the opportunity to be heard will be afforded an opportunity
to do so.
The purpose of the hearing is to consider the proposed Rodeo Project Area
Redevelopment Plan (hereinafter referred to as the "Plan") . The Plan authorizes
the undertaking of a redevelopment project pursuant to the California Community
Redevelopment Law. A further purpose of the hearing is to consider the
Environmental Impact Report (hereinafter referred to as the "EIR") , prepared
pursuant to State Law.
The redevelopment project includes the following activities: (1) facilitation of
new and rehabilitation and enhancement of existing commercial development; (2)
circulation and transportation improvements; (3) public and community
facilities; (4) other infrastructure improvements; and (5) housing
rehabilitation and new infill construction.
The proposed Project will be the undertaking of the Contra Costa County
Redevelopment Agency.
The Project Area is situated in the County of Contra Costa, State of California,
and is more particularly described in the attached Legal Description, Exhibit A.
Any and all persons having any objections to the proposed Plan or who deny the
existence of blight in the proposed Project Area, or the regularity of any prior
proceeding or who wish to speak on any issue raised by the EIR may appear at the
hearing and show cause why the proposed Plan should not be adopted.
In accordance with the California Community Redevelopment Law, the Contra Costa
County Redevelopment Agency has prepared a Report on the Plan and has adopted
and made available for public inspection rules to implement operation of
preferential treatment for persons who are engaged in a business in the Project
Area as well as rules to implement the requirements for participation by owners
of Project Area property in the redevelopment process.
Furthermore, the Report on the Plan will be open for discussion at the hearing.
The Plan, Draft EIR and Rules for Business Tenant Preference and Owner
Participation are now available for inspection in the Office of Community
Development, located at 651 Pine Street, 4th Floor, North Wing, Martinez,
California.
