BACKGROUND/REASONS FOR RECOMMENDATIONS Contra Costa County currently has short-term solid waste disposal agreements with Alameda County and Solano County. Discussions are underway with the City of San Jose for additional capacity. Initial contacts have been made with the County of San Joaquin who indicated a willingness to discuss a short-term solid waste disposal agreement with Contra Costa County. San Joaquin County officials have indicated that a letter from our Board of Supervisors to their Board of Supervisors would be the appropriate mechanism to formally initiate the discussion process. Weber Ave. , 1B Stockton, CA 95202 Dear Chairman Wilhoit and Board Members: The Contra Costa Board of Supervisors granted land use entitlements for the Marsh Canyon Landfill on March 20, 1990. Two other landfills are in the approval process. One of these new landfills could be operational as soon as 1993. Unfortunately, our existing landfills do not have sufficient capacity to last until that time. Disposal agreements with Solano County and Alameda County are handling a portion of our solid waste shortfall; however, additional capacity is needed. On a short-term basis, we would appreciate the assistance of San Joaquin County by allowing use of a landfill in your county. We would insure that all waste would be delivered in transfer vans, not local hauler trucks. In addition, we are willing to offer reciprocal capacity rights to San Joaquin County; guarantee specific levels of recycling program activity; and provide for screening at the transfer station to insure that no hazardous waste goes to San Joaquin County. Also, we would be willing to provide appropriate mitigation for use of your landfill. The county, cities and sanitary districts in Contra Costa have designated a committee composed of elected officials who are available to discuss the solid waste disposal proposal with your Board, as appropriate.
