Rydingsword, Director Costa Social Service Department s County DATE: April 13, 1990 Srq'6e�N SUBJECT: APPROVAL OF FY 1990-91 BUDGET PROPOSAL AND STATE AGREEMENT FOR VOLUNTEER HEALTH INSURANCE COUNSELING (COUNTY #29-031-10) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION Approve and authorize the Director, Office on Aging to submit FY 1990-91 Program Plan and Budget Package Cover Sheet (County #29-031-10) , requesting $62, 682 in State funds to operate the County's Health Insurance Counseling and Advocacy Program (HICAP) for the period• beginning July 1, 1990 and ending June 30, 1991, to the California Department of Aging. Further, authorize the Director, or designee, to execute the Contract Award document (State Agreement) subject to approval by County Counsel or the Social Service Department Contract Administrator as to legal form. II. FINANCIAL Local matching funds in the amount of $75,665 are already budgeted by the County Office on Aging. III. REASONS FOR RECOMMENDATION/BACKGROUND Mandated under AB2419, the Health Insurance Counseling and Advocacy Program has been operated by the County's Office on Aging for the past five years. The Program provides community education, recruitment, training and coordination of volunteer health insurance counselors in the area of health insurance and related health care plans. These volunteers have provided counseling and advocacy services for seniors County-wide. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve the expenditure of $8,118 from Housing Authority Local Management Funds to authorize the 1990 Summer Child Development Program at Bayo Vista, CAL 11-10, Rodeo, the 3 to 7 year olds of that area will be deprived of a very successful program which provides recreational , edu- cational and social activities to its participants.
