MICHAEL WALFORD, CHIEF ENGINEER DATE: May 8, 1990 SUBJECT: APPROVING PLANS AND SPECIFICATIONS FOR THE VERDE SCHOOL PAVEMENT RECONSTRUCTION Project No.: 7527-6D8610-90 SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE the Plans and Specifications for the Project and ADVERTISE for bids to be received on Thursday, May 31, 1990 at 2:00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 21191 of the Public Contract Code. II. Financiallmpact: The estimated contract cost of the project is$116,200, funded by Flood Control Zone #7, (25%), State Department of Water Resources (59%), and East Bay Regional Park District (16%). III. Reasons for Recommendations and Background: As part of the Corps of Engineers' Wildcat Creek Project an agreement between the Flood Control District and the Richmond Unified School District was executed June 14, 1988 providing for the transfer by the School District of necessary rights-of-way to implement the flood control project at Verde School and requiring the Flood Control District to replace pavement, landscaping and other appurtenances to mitigate project impacts. This project will fulfill the Flood Control District's responsibilities under the terms of the agreement. Reasons for Recommendations and Background Cont'd.: The Board reviewed and considered the information contained in the final Environmental Impact Report (EIR) for the Wildcat and San Pablo Creeks Project on May 18, 1982, and certified that the EIR had been completed in compliance with the California Environmental Quality Act and adopted the findings and mitigating measures expressed in Planning Commission Resolution No. 10-1982. The Chief Engineer has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested parry upon request. IV. Consequences of Negative Action: If the project is not approved for advertising, it will not be constructed as agreed.
