District Four Contra 1 2301 Stanwell Drive costa Concord, California 94524 f ' '�(415)546-5763 County May 14, 1990 Taylor Davis, Chairman Contra Costa Transportation Authority 2702 Clayton Road, Suite 202 Concord, CA 94519 Dear Chairman Davis: I have been closely following the deliberations for extension of BART through North Concord, including the communities of Holbrook Heights and Sun Terrace, to east county. The residents in my district who will be impacted by this project have raised legitimate concerns that should be ,addressed by the Contra Costa Transportation Authority (CCTA) . As you know, I have worked diligently to assure that Contra Costa will .receive its fair share of transit funds and that BART extensions in our county will move forward at the same � • time they are constructed in other parts of the Bay Area. our efforts have succeeded in blocking previous attempts to leave Contra Costa behind and have. resulted in commitments for extension of BART to east county. I want to see that project proceed and so do my constituents. However, there are some actions I recommend the CCTA take to address local problems: 1 . The CCTA should support the request to BART by North Concord residents for additional assessment in the Environmental Impact Report of the impacts on their neighborhoods and the alternative_ mitigations. 2. The CCTA should withhold support of Proposition 108 until the Metropolitan- Transportation Commission (MTC) allocates a portion of the bonds to-" Contra Costa to assist with the extension of BART to east county, including funds to mitigate impacts on ,North Concord neighborhoods. I urged the Board of Supervisors on April 10 and TRANSPAC on April 19 to withhold support on Proposition 108 and request reconsideration by MTC of the preliminary allocation. I urge that the CCTA use a portion of the proceeds from Proposition 116 to mitigate impacts on North Concord neighborhoods. I personally negotiated with the sponsors of Proposition 116 to secure control of the $37 million by the CCTA instead of BART. Therefore, the CCTA can allocate the Proposition 116 dollars as we see fit. Our first obligation should be to use those funds to minimize the impact of the BART extension on the residents along the route. To the extent we can encourage BART and MTC to address the local problems financially, the Proposition 116 dollars can also be used to extend BART further into East County.. I also want to add that Holbrook Heights and. Sun Terrace residents do not want the extensions of BART to end in North Concord. They supporta station in east county over Willow Pass grade for east county residents to use. Therefore, they are willing to work with us to examine all options. Since both propositions 108 and 1.16 will be on the June ballot, it is critical that we take an aggressive position as soon as .possible. Thank you for your consideration of these recommendations.
