Schroder (� Supervisor, District III DATE: (^J May 22 , 1990 - SUBJECT; Dublin/Pleasanton BART Extension .SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AID •JUSTI.F-KATION RECOMMENDATION: Adopt the attached .resolution regarding the Dublin/Pleasanton BART_ .extension. ` REASONS' FOR RECOMMENDATIONS/BACKGROUND: On February .8, 1990, the BART Board of Directors certified the Final. Environmental Impact Report for a three station extension of BART from the Bayfair station to Dublin, with stations in Castro Valley, West Dublin/Pleasanton. (west of I-680) , and East Dublin/Pleasanton..(east of I-680 near the proposed Hacienda Drive/I-580 interchange) . The Board also approved the . staging of construction .so that: a. two stations, One of which is the Castro Valley station, are advanced with BART and/or other public and private financing; and b. a third station in .Dublin/Pleasanton can beconstructed only upon the commitment of funding that is unrelated to ;'the funding levels by source in the MTC New Rail Starts and Extensions Program Resolution No. . 1876. Contra Costa County will benefit from the Dublin extension by providing an additional station accessible to. San Ramon/Amador/Livermore Valley residents, and thereby reducing the demand for parking at the Walnut Creek station. Escalating costs and limited -public funds will limit the extension to two stations in the foreseeable future. It is = important that the second station be located in East Dublin/Pleasanton to improve the feasability of extending transit north along the I-680 freeway into Contra Costa, and to. reduce the amount of traffic using the I-580/I-680 interchange. Valley; and WHEREAS escalating cost estimates of the Dublin/Pleasanton extension _ and available sources of public funds for the Dublin/Pleasanton extension of BART limit the feasibility of constructing anything but two -stations in the foreseeable future; and WHEREAS, on February 8, the BART Board of Directors approved a three station extension with staged construction so that 1) two stations, one of which is the Castro Valley station, are advanced with BART and/or other public and private financing, and 2) a third station in Dublin/Pleasanton can be constructed only upon the commitment of funding that is unrelated to the funding levels by source in the MTC New Rail Starts and Extensions Program (Resolution No. 1876) . NOW, THEREFORE, BE IT RESOLVED, that the Contra Costa County Board of Supervisors supports a two station extension with stations in Castro Valley and in East Dublin/Pleasanton at the crossing of the Southern Pacific Railroad corridor and I-580; and Page 2 May 22, 1990 Resolution 90/ BE IT FURTHER RESOLVED, by ' this Board that the extra cost of extending BART to the East Dublin/Pleasanton station in-lieu of the proposed West Dublin/Pleasanton location should be financed without use of public funding sources as identified in the MTC Resolution No. 1876; and BE IT FURTHER RESOLVED, that this Board supports the a cooperative effort of the public and private sector in funding the cost of constructing a second station at the East Dublin/Pleasanton location.
