DATE: REPORT ON THE STATUS OF THE IMPLEMENTATION OF TH '.Q IDE
DRUG AND ALCOHOL ACTION PLAN, INCLUDING APPOINTMENTS TO THE
SUBJECT: COUNTYWIDE COORDINATING COMMITTEE, CONFIRMATION OF COMMITTEE
MEMBERSHIP AND FEEDBACK FROM THE FIRST MEETING OF THE
COORDINATING COMMITTEE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Concur with the recommendation of the Health Services
Director that, as a follow up to the first meeting of the
Drug & Alcohol Coordinating Committee, he send each
participant a thank you letter from the Board of
Supervisors, an evaluation form to aid in' planning for
future meetings, a certificate of appreciation and the date,
time and place of the next meeting.
2. Concur with the recommendations from the first meeting of
the Coordinating Committee, as set forth in the Health
Services Director' s attached memorandum dated May 14, 1990
and request the Health Services Director to follow through
on those recommendations.
3. In planning for the next meeting of the Coordinating
Committee, attempt to find a time during the second week of
September, 1990 which is convenient for . all parties.
Thereafter, plan meetings of the Coordinating Committee
approximately once each calendar quarter.
4. Agree to take the actions outlined in the attached
memorandum from the County Administrator' s Office in regard
to appointments to the Coordinating Committee.
5. Confirm that the current membership of the Coordinating
Committee is as outlined in the attached memorandum from the
County Administrator' s Office dated May 14, 1990.

BACKGROUND:
This is the most recent in our Committee' s series of reports to
the Board of supervisors on the status of the implementation of
the Countywide Drug & Alcohol Action Plan.
We had a very successful initial Coordinating Committee meeting
on May 10 , 1990 . We are suggesting that such meetings be held
approximately quarterly in order to keep the entire community up
to date on the status of efforts to implement the Action Plan and
thereby address the problems of the illegal use: and abuse of
alcohol and other drugs.
The Health Services Director has recommended that several steps
be taken to follow up on the initial meeting of the Coordinating
Committee and we have recommended that those steps be taken.
There are also several additional members to appoint to the
Coordinating Committee. Finally, since appointments have been
made over a period of several weeks and appear on several
separate documents, we are recommending that; the attached
memorandum listing all appointments made to date be confirmed as
the current membership of the Coordinating Committee.

Subject: Follow-up to the May 10, 1990 meeting of the Coordinating
Committee on a Partnership for a Drug-Free Contra Costa.
The following items will be mailed to the participants at the
May 10th meeting:
1) A thank you letter from the Board of Supervisors
2) An evaluation form to aid us in future planning
3) A certificate of appreciation
4) An announcement of the next meeting date, time and place
In addition, it has been suggested that we ask the
participants at the next meeting to focus their energy on the
passage of the Alcohol Tax Initiative in their respective
communities.

Re: Recommendations Arising Out of the First Meeting of the
Countywide Coordinating Committee on Alcohol and Drug Problems

Following are the recommendations which developed from the
Countywide Coordinating Committee which was held on May 10, 1990.
• It was recommended that the family agreement form, which
is contained in the Action Plan, be more widely
distributed. Suggested strategies for achieving wider
distribution were as follows:
- County library system should have ample
quantities
- Ministerial associations should have the family
agreement made available.
- D.A.R.E. graduations should have available
copies of the family agreement
- Driver education classes often require parent
attendance during a portion of the curriculum.
During the parent involvement phase, the family
agreement could be discussed and provided to
the parents.
• At the next Countywide Coordinating Committee meeting a
report should be provided on the degree to. which family
agreements were included. in the recommended areas.
• At the next meeting, it was recommended that a
representative of media report on what strategies can be
incorporated in the media arena.
• A Drug-Free Workplace subcommittee shouldtbe formed to
establish model drug-free workplace policies.

• Develop a separate matrix chart which includes
unincorporated areas such as:
- Alamo
- Crockett
- E1 Sobrante
- Hercules
- Kensington
- Knightsen
- Rodeo
- Other County Areas
• Expand the matrix chart to include additional columns for
Areas that are participating in the Narcotics
Enforcement Teams
Areas that have school districts with a Drug-
Free Schools Plan
• Begin a process to develop intervention/treatment goals
and priorities.
• Send all participants who attended the Countywide
Coordinating Committee meeting an evaluation form. This
information will be compiled and reported on at the next
meeting of the Committee.

It is recommended that your Committee report the following
recommendations to the Board of Supervisors on May 22, 1990:
Take the following actions in regard to the Countywide Drug &
Alcohol Coordinating Committee:
1. Appoint Kay Liddington as the representative of the City of
Brentwood.
2. Appoint Mayor Anna McCarty as the representative of the City
of Pinole.
3 . Appoint Nancy Barnes as the representative of the community
of Kensington.
4. Remove Jean Siri as the representative of the City of El
Cerrito.
5. Appoint Councilwoman Mae Ritz as the representative of the
City of E1 Cerrito
6. Appoint Superintendent Pat Contestable as the representative
of the John Swett Unified School District.
7. Appoint Trustee Phyllis Gallaher as the representative of
the Acalanes Union High School District.
8 . Appoint Trustee Carol Riddell as the representative of the
Orinda Union School District.
9. Appoint Karen Pearson as the representative of : the Byron
Union School District.
10. Appoint Trustee Barbara Ghiselli as the representative. of
the Liberty Union High School District.
11. Appoint as community representatives from East County:
