SPECIFIC REQUEST S) OR RECONMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1. Uphold the San Ramon Valley Regional Planning Commission's . decision to approve the Slope Density and Hillside Development Ordinance Overlay in the Northern Diablo Area. 2. Refer to the Contra Costa County Planning Commission to review the recommendation ,of the San Ramon Valley Regional Planning Commission to amend the existing Slope Density and Hillside Development Ordinance (SDHD-1) Section 814-2.402 to include General Open Space, Agriculture/Residential and Agricultural Preserve. BACKGROUND/REASONS FOR RECOMMENDATIONS At the conclusion of the discussion on the Stratmore Subdivision #6933, the Board, at the request of Supervisor Schroder, directed staff to review the approaches which could be utilized to regulate the placement of homesites in this very sensitive area adjacent to Mt. Diablo. The concern is that a home may be placed on a parcel with only a building permit and the County can't regulate the homesite location as we could if a subdivision request were applied for. APPROVED AS RECOMMENDED OTHER The Chair opened the public hearing. Karl Wandry of Community Development Department reviewed the recommendations of the San Ramon Valley Planning Commission. He recommended that because the combining district does not adequately address the slope density, the Board send the matter back to the County Planning Commission to make that change so it does address agricultural areas as well as residential areas, and that it be made -a countywide ordinance. He further recommended that the Board today declare its intent to adopt the ordinance after it comes back from the County Planning Commission. Eugene DeBolt, Civil Engineer, appeared stating he represents Mr. and Mrs. John Weber, who own 100 acres of affected property, .who agree with the intent of the ordinance, who applied for a building permit earlier this year and are in the process of working with staff and would appreciate consideration on this item. No one else appeared. The hearing was closed. On recommendation of Supervisor 'Schroder, the Board hereby DECLARES its intent to approve the Slope Density and Hillside Development Ordinance overlay in the Northern Diablo area. .IT IS BY THE BOARD ORDERED that the County Planning Commission is REQUESTED to review the recommendation of the San Ramon Valley Regional Planning Commission to amend the existing Slope Density and Hillside Development Ordinance (SDHD-1) Section 814-2.402 to include general open space, agriculture/residential and agricultural preserve, and the possibility of applying the ordinance Countywide.
