RECOMMENDED ACTION
Ratify action of Health Services Director in submitting application to
the Federal' Office of Substance Abuse Prevention (OSAP) .
Authorize the Health Services Director to submit an application to the
Federal Office for .Treatment Improvement for Residents of Public Housing
and Homeless Substance Abusers ...
Authorize the Health Services Director to submit an application .to the
Federal , Office for Treatment Improvement for 'Adolescent Treatment
Services.
Authorize the Health Services . Director to submit an application to the
State Department of Alcohol and Drug Programs for a planning grant to
implement SB 2599, which encourages greater coordination and cooperation
within counties for alcohol and drug. abuse programs .

BACKGROUND
OFFICE OF SUBSTANCE ABUSE PREVENTION
To meet the short turnaround time and application deadline of the
federal agency, the Health Services Department submitted the application
for this community partnership grant on .May 4, 1990 . . If approved as
submitted, this grant would provide $500,000 per year for five years to
fund the regional coordination of the Contra Costa County Drug and
Alcohol Action Plan (Partnership for a .Drug-Free Contra Costa County) .
OFFICE FOR TREATMENT IMPROVEMENT
In 'the federal 1988 War on Drugs legislation, Congress created a new
agency called the office for Treatment Improvement within. theDepartment
of Health and Human Services . With limited funding., the purpose of this
new office was to improve, not necessarily expand, drug abuse services

`throughout the country. Congress charged the office with funding
"critical populations" which were defined as adolescents, racial/ethnic
minorities and residents of public housing, and separately funding some
criminal justice treatment programs .
The Health Services Department is developing proposals which respond to
services for residents of public housing and adolescents . These are
separate proposals which will/may allow for up to $500, 000 annually for
3-5 years for each successful grant application. Grants are due June 1
with award dates being in September.
The Housing application is being developed in conjunction with the
Housing Authority while the adolescent proposal is being developed in
conjunction with drug program providers .
STATE DEPARTMENT OF ALCOHOL AND DRUG PROGRAMS
GRANT APPLICATION
The State Department of Alcohol and Drug Programs is currently
conducting a request for proposals process which will provide one time
only grant funds to implement SB 2599 . SB 2599 is commonly referred to
as the master-plan legislation which encourages greater coordination and
cooperation within counties around alcohol and drug abuse problems .
The Health Services Department is applying for approximately $200,000 in
planning grant funds to implement SB 2599 . The tentative award date is
projected to be August 1, 1990 .
