Rydingsword, Director of Social Services Contra Costa DATE: May 17, 1990 Cou(�j/ SUBJECT: Emergency Plan to Temporarily Lease Trailers For Housing the Homeless at 847 Brookside Drive, Richmond SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKISROUND AND JUSTIFICATION . I. RECOMMENDATIONS: A. DECLARE and FIND, pursuant to Public Resources Code section 21080(a) (4 ) , that the temporary leasing of trailers for housing the homeless of the County at. 847 Brookside Drive, Richmond is necessary to prevent or mitigate an emergency, as defined in Public Resources Code section 21060.3, thereby �-; mpting such action from the requirements of the California Environmental., Quality Act (CEQA) as an emergency project. B. DECLARE and FIND that, notwithstanding the emergency, the. temporary leasing of trailers for housing the homeless at 847 Brookside Drive, Richmond falls within and is encompassed by the Negative Declaration of Environmental Significance and Notice of Determination authorized by the Board of Supervisors on April 3, 1990 for the homeless shelter at 845 and 847 Brookside Drive, Richmond, so that further environmental reviAw is not required. C. DIRECT and AUTHORIZE the County Purchasing Agent to lease trailers for housing the homeless at 847 Brookside Drive, Richmond until the modular units heretofore approved by the Board of. Supervisors can be put in place and made ready for housing the homeless . II. FINANCIAL IMPACT: See Attachment for projected costs. III. BACKGROUND: A. Specific actions. necessary to prevent or mitigate an emergency are exempt from. the requirements of CEQA. B. The reasons for declaring and finding that the. temporary leasing of trailers for housing the homeless at 847 Brookside Drive, Richmond is. an emergency project exempt from the requirements of CEQA are as follows: 1. CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BY DEPUTY M382/1-83 National Guard Armory in Richmond as a homeless shelter beyond March 31, . 1990 . In light of the State's granting of an extension for such use in the previous year, the County expected the extension to be routine and did not foresee that the request would be denied. The County .did not receive notice of the intended denial until March 30, 1990 . 2. The modular units for a homeless shelter at 845 and 847 Brookside Drive, Richmond will not be completed .and ready for use until the end of. September, 1990. Unless temporary trailers are immediately installed on the site, the County will have no adequate facilities in which to house the homeless between now and September. 3. The County is required to continue to implement the spring shelter plan of 1989 pursuant to the court's preliminary injunction in "Scates, et al. v. Rydinasword, et al. , " Contra Costa County Superior Court, No. C89-02060, and the emergency assistance program pursuant to the Court's preliminary injunction in Randolph v. County, Contra Costa County Superior Court No. C89-04503. These court orders require that the Courty provide shelter to indigent homeless residents without regard to the limitations' of the County's General Assistance Program and the County has no means of providing such shelter in County facilities . without using temporary trailers at 847 Brookside Drive. 4 . Since April 1, 1990, the Social Service Department has housed homeless persons in hotel and motel rooms .as emergency housing accommodations, resulting in an all-county -cost of $255,.677 through May 15, 1990. These costs continue accumulating at an average rate of $5,681 per day. 5. The housing of homeless persons in hotels and motels causes them to be housed without supervision. The lack of supervision in the housing of homeless persons has resulted in the abuse of alcohol and . drugs by such persons, the destruction •of hotel . and motel property by such persons, assaults upon hotel and motel staff and guests by such.. persons and other crimes suph as theft and prostitution. This criminal activity can not be successfully alleviated unless . the County can . shelter such persons under supervision at the Brookside Drive site. C. On April 3, 1990, the Board of Supervisors found that the project for the Homeless Shelter at Brookside Drive (County File #CP 90- 1) will not have a . significant effect on the environment and .that an environmental impact report was not required. The -temporary lea-sing of trailers for housing the homeless at 847 Brookside Drive, Richmond falls within the scope and -nature of the project approved by the Board of Supervisors on .April 3, 1990.
