SPECIFIC REQUEST S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Accept the . West Pittsburg Revitalization Strategy submitted by Economic & Planning Systems. FISCAL IMPACT None. BACKGROUND/REASONS FOR 'RECOMMENDATIONS The Redevelopment Agency received a $60,000 Community Development Block Grant to prepare revitalization studies for the West Pittsburg and North Richmond Redevelopment Project Areas. Economic '& Planning Systems was selected as the consultant to prepare the West Pittsburg study. After approximately five months of work, the consultant has submitted the attached study for acceptance by the Agency. Staff has . reviewed .this document and is recommending that the West Pittsburg Revitalization Strategy be accepted. The study contains a detailed analysis of the West Pittsburg Redevelopment Project Area focusing on economic and housing issues. The recommendations of the study are focused in five areas: 1. The McAvoy Harbor area - the Agency should work to integrate the development of McAvoy Harbor with possible future development of the Harris Yacht Harbor to the east, the industrial area to the west, and the site where Port Chicago highway turns west. Only those uses which are compatible with marina development should be pursued on these parcels. Willow Pass Road - The Agency should encourage commercial and retail development at the Willow Pass/Port Chicago highway interchange with Highway 4. Retail uses on Willow Pass Road should be concentrated between Alves Lane and Bailey Road to create a central commercial area for West Pittsburg. Higher density housing on appropriate infill , sites elsewhere on Willow Pass should be encouraged. 3. Shore Acres Retail Center - The retail market analysis concludes that given other . newly constructed and proposed commercial developments, the West Pittsburg market area will not support a rehabilitated Shore Acres Shopping Center. The Agency should pursue a more appropriate use for this site. Multi-family housing should be explored for this use. 4. Industrial Areas - The Agency should participate with the private sector in developing light industrial uses on the vacant land north of Willow Pass Road and east of Port Chicago highway and west of McAvoy Harbor. 5. Housing Strategies - The Agency should focus on an area-wide rehabilitation effort which would access both existing County programs as well as institute new programs; a systematic code enforcement program on rental structures coordinated with the County Housing Authority' s rental rehabilitation program; a trailer park program designed to upgrade those developments; and a new construction program.
