1_0_9 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on May 22 , 1990 by the following vote: AYES: Supervisors PowerF , Schroder, McPeak, TorlakFon, Fanden NOES: None ABSENT: None.., ABSTAIN: None 0 SUBJECT: County Municipal Advisory ) RESOLUTION NO. 90/ 334 Council Fund Handling ) Procedure ) The Board of Supervisors of Contra Costa County Resolves That: 1 . Pursuant to Government Code S 31010, the Board of Supervisors has created municipal advisory councils ( " MACs" ) to advise the Board on specified matters which relate to each council' s area and to represent each council's community before other specified. public bodies or agencies . MACs have been created in the unincorporated areas of Kensington, Oakley and West Pittsburg and maybe created in other County areas . 2 . In the resolutions creating the above-noted MACs, no provision was made for receiving, handling and disbursing of available funds for the benefit of these MACs and their areas and/or communities . In order that any available funds may be utilized for the benefits of involved MACS and their areas or communities, the following rules and procedures are established for existing and any hereinafter created MACs . 3 . Except as may be specifically ordered by it for particular funds, the Board shall (as it deems appropriate) accept any funds to be made available for the use and benefit of the involved MAC and its area or community and the Board shall determine and authorize the expenditure (e.g. , at the time of acceptance) of any such funds for said benefit purpose, with the review and advice of the involved MAC. 4 . For accepted MAC funds, the Auditor-Controller and County Treasurer-Tax Collector shall receive, keep safe, pay out and account for such funds in accordance with this resolution, County practices and as required by law. 5 . Notwithstanding the provisions of any prior resolution creating MACs, the Community Development Department shall provide sufficient administrative assistance to (and on behalf of) this County's MACs for their areas' funds to assure compliance with this resolution. 6 . All MAC and related area or community funds shall be accepted, received, disbursed and accounted for in accordance with this resolution. Orig. Supervise and train employable General Assistance recipients in all aspects of the custodial field, with the goal of preparing the participants for unsubsidized custodial-related positions. b. Assign Custodian II 's as Leads to provide work direction to program participants. Custodian II 's so assigned will receive Lead pay beginning on the. 1st day of any such assignment, rather than the 11th workday specified -in Section 5.14 of the Local 1 MOU. c. Provide participant transportation to and from designated pickup points .and training sites. d. Issue a certificate of successful completion after 10 weeks of on-the-job training in the areas specified in the Custodial Trainee Program outline. Westman, County Counsel Cmtra C )sta DATE; May 16, 1990 CO^ SUBJECT: County Municipal Advisory Council Fund Handling Procedure SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMEND ACTION: a. Adopt resolution to establish a fund handling procedure for Board appointed municipal advisory councils (MACs) . b. Direct Community Development Director to advise County MACs of this procedure's adoption and to take appropriate action for its implementation. II . BACKGROUND: At the time the Kensington, Oakley and West Pittsburg MACs were created, no provision was made for their receiving, handling and disbursing of any available funds for the benefit of their areas and/or communities . In order that any funds available for County MACs may be provided for and expended, it is proposed that the procedure set forth in the attached resolution be adopted. III . FISCAL IMPACT: If the MAC fund handling procedure is adopted, it will result in some additional administrative costs for the Community Development Department. IV. CONSEQUENCES OF NEGATIVE ACTION: If the attached resolution is not adopted, Board appointed MACs will have no provision to receive, handle and disperse any available funds .
