SUBJECT: GROUND LEASE DEVELOPMENT FOR RIVERVIEW FIRE PROTECTION DISTRICT
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
AUTHORIZE the Director of General Services to PROCEED, on
behalf of the Riverview Fire Protection District (Fire
District) , with the preparation of a Request For Proposals
(RFP) for the Public/Private Joint Development (Joint
Development) of approximately twelve ( 12) acres' of land
(Property) belonging to the Fire District for retail
commercial use under a long-term ground lease.
II . FINANCIAL IMPACT
Revenue income, in the form of rent, will be paid to the
Riverview Fire Protection District. Sales Tax income
generated from annual gross sales made on the property will be
paid to the City of Antioch. Possessory Interest Tax income
generated from . the use of property will be shared by the
public agencies in the area.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The Fire District' s Property is on Delta Fair Boulevard
adjacent to Highway 4 in Antioch, California. The Property
was originally acquired for a future Fire Station site and is
currently zoned C3-B4 by the City of Antioch (City) .
According to the City' s Planning Department, this zoning
requires a special use permit to develop and the City would
like to see retail commercial development rather than a Fire
Station on the Property. The District' s plans no longer
require a fire station at this site. The Fire District has
received interest from several source for the purchase/sale of
the Property. At the request of the Fire District and the
County Administrator' s Office, the General Services Department
was asked to evaluate the potential for long term revenue
income generation from the property via a Joint Development
ground lease as an alternative to a sale of the Property..

A preliminary evaluation of the potential for Joint Development of
the Property is favorable. There is interest from several sources
for a long-term ground lease of the Property for use as Automobile
Dealership sites . The adjacent parcel of land, immediately to the
west of the Fire District' s Property, houses the Champion Nissan
Automobile Dealership. The Fire District' s Property could
potentially house two full size Automobile Dealerships
(approximately six acres each) . The City is in favor of this
development.
It is RECOMMENDED that the General Services Department be
AUTHORIZED to proceed with the preparation of the RFP for the
retail commercial development of the twelve ( 12) acre Fire
District property under a long-term ground lease.
