The report is to include, but not be' limited to, an evaluation of all of the following: * A determination as to whether facilities adequate to house the public health programs of the department currently exist at the Richmond Field Station, or whether a new building would be required to consolidate these programs. * The size and cost of a building which would be needed to house all of the Berkeley-based public health programs of the department, assuming a reasonable degree of public health program expansion in future years. * The renovation of the current laboratory facility at 2151 Berkeley Way and consolidation of other public health programs located in the Bay Area either at 2151 Berkeley Way or at another East Bay area location. * An exchange of real property which is owned by the Regents of the University of California, adjacent to 2151 Berkeley Way, for the State of California owned property . located on the southwest corner of University Avenue and Acton Street, Berkeley. After the exchange of real property, the renovation or construction of a new laboratory facility and the consolidation of other public health programs located in the Bay Area at 2151 Berkeley Way would take place. * The relocation of the State Health Laboratory and consolidation of other public health programs in the East Bay area location, including, but not limited to, the Richmond Field Station in Richmond. * The evaluation shall include the impact on public health programs, impact on personnel, current and , estimated future costs of moving employees and contract staff,, costs of improvements or reconstruction to buildings at each site, and methods of financing, including use of revenue bonds and certificates of participation which could be sold by the University of California or by the City of Berkeley. In view of the concerns which have been expressed by Dr. Wendel Brunner, in particular, regarding the impact of a move to Sacramento on the Tumor Registry staff, it is appropriate for the Board of Supervisors to express their support for AB 3708 . cc: Assemblyman Robert Campbell County Administrator Health Services Director Director of Public Health Les Spahnn, SRJ.
