SUBJECT: LEGISLATION: AB 3708 (Campbell)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECONIlKENDATION
Indicate that the Board of Supervisors continues to SUPPORT AB
3708 by Assemblyman Campbell which would require the State
Department of Health Services (SDHS) to submit a report on
whether programs administered by the department in and around the
City of Berkeley and other sites in the Bay Area should remain in
scattered locations or possibly be consolidated in the East Bay
Area.
BACKGROUND-
On April 3 , 1990 The Board of Supervisors voted_ to support AB
3708. On April 16, 1990 the bill was amended.
The Health Services Director and Director of Public Health have
expressed their concern that the State Department . of Health
Services was planning to transfer many of the fine programs which
it administers in the Berkeley area to Sacramento. The Board of
Supervisors has publicly expressed its concern with these plans,
as well.
Assemblyman Campbell has introduced AB 3708 which would require
SDHS to report to the Governor and several specified Committees
of the Legislature by January 1, 1991 on whether the department' s
public health programs located in and around the City of Berkeley

and other sites in the Bay Area should remain in scattered
locations or possibly be consolidated in the East Bay ,Area. The
report is to include, but not be' limited to, an evaluation of all
of the following:
* A determination as to whether facilities adequate to house
the public health programs of the department currently exist
at the Richmond Field Station, or whether a new building
would be required to consolidate these programs.
* The size and cost of a building which would be needed to
house all of the Berkeley-based public health programs of
the department, assuming a reasonable degree of public
health program expansion in future years.
* The renovation of the current laboratory facility at 2151
Berkeley Way and consolidation of other public health
programs located in the Bay Area either at 2151 Berkeley Way
or at another East Bay area location.
* An exchange of real property which is owned by the Regents
of the University of California, adjacent to 2151 Berkeley
Way, for the State of California owned property . located on
the southwest corner of University Avenue and Acton Street,
Berkeley. After the exchange of real property, the
renovation or construction of a new laboratory facility and
the consolidation of other public health programs located in
the Bay Area at 2151 Berkeley Way would take place.
* The relocation of the State Health Laboratory and
consolidation of other public health programs in the East
Bay area location, including, but not limited to, the
Richmond Field Station in Richmond.
* The evaluation shall include the impact on public health
programs, impact on personnel, current and , estimated future
costs of moving employees and contract staff,, costs of
improvements or reconstruction to buildings at each site,
and methods of financing, including use of revenue bonds and
certificates of participation which could be sold by the
University of California or by the City of Berkeley.
In view of the concerns which have been expressed by Dr. Wendel
Brunner, in particular, regarding the impact of a move to
Sacramento on the Tumor Registry staff, it is appropriate for the
Board of Supervisors to express their support for AB 3708 .
