HomeMy WebLinkAboutMINUTES - 05221990 - 1.43 1®®43 To: BOARD OF SUPERVISORS Contra FROM` Phil Batchelor, County Administrator Costa '4b"* County May 11, 1990 DATE: 'n cdun�' SUBJECT: LEGISLATION: AB 3383 (Baker & Filante) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION Indicate that - the Board of Supervisors continues to be the SPONSOR of SB 3383 by Assemblymen Baker and Filante which would allow the Board of Supervisors of any county to consolidate their Alcoholism and Drug Abuse Advisory Boards. BACKGROUND: On March '20 , 1990 the Board of Supervisors voted to indicate its sponsorship of AB 3383 by Assemblyman Baker. AB 3383 was amended on April 16 , 1990 at the request of the County of Marin to permit the County of Marin to consolidate its Alcoholism and Drug Abuse Advisory Boards as well.. On May 1, 1990 the Board of Supervisors indicated that it continued to be the sponsor of AB 3383 . On May 2 , 1990 the bill was again amended, this time to allow any county to consolidate its alcoholism and drug abuse advisory boards. As the Board of Supervisors has provided leadership over the past year to addressing the problems of alcohol and drug abuse in Contra Costa County, it has become increasingly apparent that the problems of alcoholism and drug abuse are not totally different problems. Many people abuse both alcohol and other drugs. Alcohol is often the "gateway" drug for many young people who start out by abusing alcohol and then move from alcohol to other drugs. SUPERVISORS AND COUNTY ADMINISTRATOR M382 (10/88) BY A - - DEPUTY f It is increasingly apparent that it is important to better coordinate the provision of services and the development of policy in the areas of both alcoholism and other drug abuse. one way to approach this is to consolidate the Alcoholism Advisory Board and the Drug Abuse Advisory Board. In this way there would be a single advisory board addressing policy matters and planning in both areas. The Board of Supervisors has also been concerned about the number of advisory boards which have been created - many of them required by State law. Assemblyman Baker has agreed to author AB 3383 at the request of the Board - of Supervisors to allow . the Board to consolidate these advisory boards. Under current law each county is required to have an alcoholism advisory board and a drug abuse advisory board. Assemblyman Baker has now amended the bill to allow any county to consolidate its alcoholism and drug abuse advisory boards. The May 2, 1990 amendments also contain an amendment indicating that any county which elects to combine its advisory boards must assure that the integrity and separate identity of its alcohol and drug programs are maintained. The bill. provides for procedures to consolidate the two advisory boards and reconstitute their membership, while still providing that all of the statutory responsibilities of both organizations will be met by the combined advisory board. In view of the Board' s previous sponsorship of . AB 3383 it is recommended that the Board reconfirm its sponsorship of AB 3383 as amended May 2, 1990 . cc: Assemblyman William P.
