BACKGROUND- On March 13 , 1990 the Board of Supervisors voted to support AB 3012 . On April 16 , 1990 the bill was amended. Assemblywoman Speier has introduced AB 3012 which includes findings and declarations noting that the current drug epidemic has diminished the quality of life for many residents of housing projects in 'large urban areas and that local housing authorities cannot attack the drug epidemic on their own and that the recurrence of drug and alcohol abuse may lead to homelessness, high-risk behavior, school dropouts, incarceration and child abuse and neglect. The bill would direct the State Department of Alcohol and Drug Programs to establish pilot project sites in four participating urban counties for the Family Drug Free Housing Pilot Project. M382 (10/88) BY DEPUTY Counties chosen as project sites must do all of the following: * Develop and implement a plan for interagency collaboration * Provide support services at the pilot project site for families with a history ' of substance abuse who reside in local housing authority projects. * These services shall be a continuation of treatment and prevention services and shall include those support services which seek to treat and to prevent the recurrence of the abuse of alcohol and drugs. * Support services provided by the project sites shall be designed to encourage unification of the families in drug-free family housing and to foster continued involvement of those families in drug and alcohol recovery programs. * The department is required to encourage counties implementing the pilot programs to involve schools of social work as cooperating agencies in the provision of support services within a housing authority setting. * The department is also required to establish guidelines for the pilot projects based on the requirements of the federal Drug-Free Schools and Communities Act of 1986. * Each pilot project is to remain in operation for a period of three years. * By June 30 , 1993 each county in which the pilot project is implemented shall report to the State Department .of Alcohol and Drug Programs on the project in that county and the accomplishments of the pilot project in effecting the following outcomes: * Success in maintaining drug-free housing in a housing authority setting. * The effectiveness of the continuation of, substance abuse treatment within a housing program. * The prevention of all of the following: Foster Placements. Homelessness. High-risk behavior. School dropouts. Incarceration. Child abuse and neglect. The department is to report on the evaluation of the project. The bill spells out criteria by which the success of the project will be judged. The State Department of Alcohol and Drug Programs is required to utilize otherwise unexpended funds from the Drug Free 'Schools and Communities Act to fund this program. The bill sunsets January 1, 1994 . Passage and enactment of AB 3012 appears to have the potential to assist the Board of Supervisors in furthering its war of drugs by testing some additional methods of providing drug and alcohol services in the setting of a housing authority.
