MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: May 22, 1990 SUBJECT: PROGRAM SUPPLEMENT # 77 WHICH PROVIDES FEDERAL GRADE CROSSING FUNDING FOR .CONSTRUCTION AND CONSTRUCTION ENGINEERING FOR THE McAVOY ROAD AT&SF RAILROAD GRADE CROSSING PROJECT Project No.: 0662-6R4317) SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION I. Recommended Action Approve and authorize the Chairman of the Board of Supervisors to execute Program Supplement#77 which provides $63000 in Federal Grade Crossing funds for the installation of of PUC Type 8 & 9 signal Assemblies at McAvoy Road at AT&SF Railroad Grade Crossing. IL Financiallmpact: The supplement provides reimbursement from Federal Grade Crossing.funds for 90 percent of the County's estimated costs for the project. The County must provide the remaining 10 percent of the funding for these items. The County share will be funded through the West Pittsburg Area of Benefit. III. Reasons for Recommendations and Background: On June 21, 1977 the Board approved County-State Master Agreement No.04-5928 for the funding of Federal Aid Projects. Project No.: 0662-6R4317) May 22, 1990 Page 2 On April 22, 1983 Contra Costa County qualified for Federal funds to install PUC TYPE 8 & 9 signal Assemblies on McAvoy Road at AT&SF Railroad. . Caltrans and the Federal Highway Administration have determined that the County can be reimbursed for the County's estimated Construction and Construction Engineering costs for the project. The County Transportation Committee reviewed this item on May 1, 1990. IV. Consequences of Negative Action: If this program supplement is not approved,.the County will have to absorb the entire cost of construction and construction engineering for this project.
