SUBJECT:
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Request the County Administrator, Social Services Director
and County Counsel to take all actions which are necessary
in order to insure that a contract between the County and
the Contra Costa Child Care Council for the GAIN Child Care
Program has been approved by the Board of Supervisors and is
operational by July 1, 1990 or request the County
Administrator to indicate to the Board of Supervisors why
this is not possible.
2. Request the Community Development Director to put in writing
the changes to the Child Care Ordinance which are being
considered and forward them to the County Administrator' s
Office. Upon receipt of these proposed changes, request the
County Administrator' s Office to share them with the Child
Care Task Force for their information and comments.
3 . Authorize the Chair of the Board of Supervisors to write to
the President of the United States urging that he sign
whatever child care bill is approved by the Congress.
4. Authorize the Chair of the Board of Supervisors to write to
United States Senators Cranston and Wilson and Congressmen
Miller and Dellums, urging that the Conference Committee on
H.R. 3 and S. 5, the Child Care bills, meet as soon as
possible so that child care legislation can be enacted this
year.

5. Request the Social Services Director to prepare a report on
the subject of Child Protective Services Child Care which
includes the following information and forward it to the
Internal Operations Committee by July 1, 1990:
A. A description of the program which includes the
statutory basis for the program.
B. How the program operates in Contra Costa County.
C. The amount of funding received for the program in the
1989-90 fiscal year and a summary of how the money was
spent.
6. Request the Social Services Director or his designee to
contact Marjorie Danforth, Family Day Care Association of
California, 4721 Overend Avenue, Richmond, CA 94804, and
discuss with her why she has not been paid for a child who
was placed with her by the Social Services Department.
BACKGROUND:
Our Committee has been following child care issues for sometime
and has reported regularly to the Board on the status of various
child care related issues. This is the latest in this series of
such reports.
In our meeting with the Child Care Task Force on April 23 , 1990
we were advised by the staff from the Contra Costa Child Care
Council that it has thus far taken several months to complete a
contract between the Council and the County to operate the GAIN
child care program. We are, therefore, asking that all efforts
be made to complete work on this new program by July 1, 1990.
We were also pleased to have present at our meeting Councilman
John Ziesenhenne from the City of Richmond as well as Diane
Roberti representing the County Superintendent of Schools. The
City of Richmond is just about to complete and publish a resource
directory of child care resources in the City of Richmond.
We have also been advised that the Community Development
Department is considering changes to the Child Care Ordinance.
Unfortunately, Karl Wandry was unable to be at our meeting on
April 23 because of a subpoena to testify in court. We are,
therefore, asking that Community Development detail the proposed
changes in the ordinance in writing and forward those proposed
changes to the County Administrator' s Office so they can be
shared with all members of the Child Care Task Force.
We reviewed pending child care legislation which has passed the
House of Representatives and Senate in different forms. There is
a very real threat that the President will veto any child care
bill coming out of Congress this year. It is essential that the
Conference Committee be convened as soon as possible and that the
President be urged not to veto whatever the Congress is able to
agree on in the way of child care legislation. We have,
therefore, asked that the Chair be authorized to send letter to
our Congressional delegation and to the President urging that the
Conference Committee be convened and that the President not veto
the legislation when it reaches his desk.
We were also advised by family day care operators that in some
cases the Social Services Department has placed children who are
in foster care in day care and then have failed to pay the day
care operator. Since no one was present from the Social Services
Department to answer these allegations, we are asking that the
Social Services Department staff contact the Family Day Care
Association regarding a specific case involving Ms. Danforth and
then prepare an overall report to our Committee on the whole
subject of Protective Services day care, how it is financed,
whether funding is adequate or not and why it appears that in
some cases children are placed in day care situations by the
Social Services Department but payment is not made for the
services which are provided.
Our Committee plans to meet with the Child Care Task Force again
in about six months to update ourselves and the members of the
Task Force on many of these issues involving child care.
