I. RECOMMENDED ACTION:
That the Board of Commissioners WAIVE minor irregularities in Jim D. Odom General
Building Contractor, Inc. bid on Comprehensive Improvement Assistance Program CA011-911,
Additions and Alterations to Field House, as bidding informalities and award Jim D.
Odom, General Building Contractor, Inc. , as the lowest responsible bidder, with Base
Bid No. 1 in the amount of $228,500.00, as recommended by the Advisory Housing
Commission.
II. FINANCIAL IMPACT:
Under the Fiscal Year 1989 Comprehensive Improvement Assistance Program $60,000
for physical improvements has been allocated to the Housing Authority of Contra Costa
County to proceed with the additions and alterations to the Field House in Bayo
Vista, Rodeo and $150,000 allocated from the County of Contra Costa Community
Development Block Grant along with $25,000 Youth Sports Club Grant.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Bid requests were advertised on February 24th and 26th in the Contra Costa Times.
Three bids were received and opened on Thursday, March 29, 1990. Jim D. Odom General
Building Contractor, Inc. with Base Bid No. 1 in the amount of $228,500.00 was
determined as the lowest responsible bidder.
Through clerical error, Jim D. Odom General Building Contractor, Inc. inadvertently
omitted the second page to the Designation of Subcontractors, Minority forms and the
Previous Participation Certification. The Housing Authority staff met with the low
bidder and obtained the additional information on their bid.
A letter of inquiry was received from another bidder, Primecon, of Concord,
California inquiring about the documents necessary in submitting a ,bid for the Housing
Authority. The inquiry letter was referred to County Counsel for legal opinion.

At its regular meeting on April 16, 1990, the Advisory Housing Commission
recommended the following action:
1) That the Board of Commissioners of the Housing Authority of the County of
Contra Costa waive the irregularities of the Jim D. Odom bid as a minor informality;
and,. that the Board Order identify the defects to be waived as the omission of the
second page of the Designation of Subcontracts, Minority Forms and the Previous
Participation Certification.
2) That the Board of Commissioners of the Housing Authority of the County of
Contra Costa award the contract for the Additions and Alterations to the Field House
at Bayo Vista to Jim D. Odom General Building Contractors, Inc. for $228,500.00.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not award the contract for the
Additions and Alterations to the Field House at CA011010, Bayo Vista, Rodeo, to Jim
D. Odom, General Building Contractors, with Base Bid No. 1 in the amount of
$228,500.00 this work could not be accomplished on a timely basis and the costs of
modernization project CA011010, Bayo Vista, would increase beyond the available
combination of funding through the HUD Comprehensive Improvement Assistance Program,
Community Development Bock Grant and the Youth Sports Club Grant.
