ABANDONED VEHICLES IN CROCKETT AREA
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECONPIENDATION-
Accept this report in response to March 27 , 1990 board referral
on a problem of collection of abandoned vehicles in the Crockett
area.
BACKGROUND-
At the Board of Supervisors March 27 , 1990 meeting, a referral
was made to the County Administrator ' s Office requesting
investigation of a collection of abandoned vehicles located at
Second and Wanda in Crockett.
Upon this referral our office contacted the Sheriff-Coroner' s
Abandoned Vehicle Abatement Program (AVAP) Administrator,
Lieutenant Doug Sizemore to conduct the desired investigation.
Harold Franklin, the AVAP enforcement officer, made an
investigation and found numerous vehicles which appeared to be
abandoned. Contact was made with the property owners; Crockett
Properties. However, this was complicated by the owner' s
involvement in Chapter 11 bankruptcy proceedings. Wishing to
correct this problem as soon as possible, authorization was
sought and given to continue abatement of all obviously abandoned
vehicles. Following set procedures for the identification and
notification of alleged abandoned vehicles on private property,
13 vehicles have been abated. This, in the view of the Sheriff ' s
staff, will resolve the present problem.

Although the present problem has been abated, it would seem to be
a temporary solution. Given its openness and accessibility, this
property will soon be the accumulation point for more abandoned
vehicles. If the Chamber of Commerce is interested' in preventing
this problem, it should consider placement of barriers and/or
fencing to prevent more dumping. Additionally when there is a
disposition of the Chapter 11 problems, the new owner should be
persuaded to consider providing a more permanent solution.
