RECOMMENDED ACTION: Authorize Community Services Department Director to execute and submit to State Department of Education, Child Development Division, on behalf of the County, proposals for operating Child Development/Child Care Services in the Richmond-West County area, for a total of 607 (full-time equivalent) children at an annual allocation of $3,067,279, beginning July 1, 1990. II. FINANCIAL IMPACT: None - 100% State Funds. III. CONSEQUENCES Failure to approve this action would prevent the County from improving the level of services that could be provided for low income children and their families living in West County. IV. BACKGROUND On April 1, 1990, the Richmond Unified School District (RUSD) notified the State Department of Education that effective June 30, 1990, it was terminating its contract with the State to provide child care services in the Richmond-West Contra Costa County area. The Richmond Unified School District has been providing these services under contract with the State for the past 47 years. The State is now accepting applications from public and non-profit agencies to continue this service for 607 FTE children. Services are to be provided from a number of sites in West County. The Community Services Department currently operates the Head Start program throughout the County. Head Start services are provided by the County as well as five community based organizations. The Head Start program serves 746 children, of whom 288 are in West County. The recommended action will allow the Community Services Department to seek funds for expansion into child care services as well. Services to these families would be consolidated so that both Head Start and Child Care services can be provided in a more coordinated, comprehensive and cost-effective manner. These proposals have been developed with the active support of representatives from the offices of Supervisory District I, the County Administrator's Office, General Services, Social Services, Risk Management, Community Development Department, City of Richmond, Richmond Unified School District, offices of local State legislators, and the Head Start Policy Council. Authorizing the Community Services Department Director to submit these proposals will enable the County to compete for $3,067,279 in State funds to serve 607 children in West County.
