RESOLUTION
SUBJECT: Head Start Substance Abuse Prevention Project NO. 90/268
WHEREAS Contra Costa County Community Services Department
desires to undertake a certain project designated Head Start
Substance Abuse Prevention Project to be funded by the Juvenile
Justice and Delinquency Prevention Program administered by the
Office of Criminal Justice Planning (hereafter referred to as
OCJP) .
NODI, THEREFORE, BE IT RESOLVED by the Board of Supervisors ,
County of Contra Costa, that the Director of the Contra Costa
County Community Services Department is AUTHORIZED, on its behalf
to submit the above referenced proposal to OCJP and is authorized
to execute on behalf of the County Board of Supervisors the Grant
Award Agreement including any extensions or amendments thereof.
IT IS AGREED that any liability arising out of the performance
of this Grant Award Agreement, including civil court actions for
damages , shall be the responsibility of the grant recipient and the
authorizing agency. The State of California and OCJP disclaim
responsibility for any such liability.
BE IT FURTHER RESOLVED that grant funds received hereunder
shall not be used to supplant expenditures controlled by this
body.

SUBJECT: AUTHORIZATION TO EXECUTE AND SUBMIT A PROPOSAL TO STATE OFFICE OF
CRIMINAL JUSTICE PLANNING FOR HEAD START SUBSTANCE ABUSE PREVENTION
PROJECT
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION
AUTHORIZE the Director, Community Services Department, to
execute and submit on behalf of the County to the Juvenile
Justice Branch, Office of Criminal Justice Planning (OCJP)
application for Substance Abuse Prevention Project in the
amount of $68 ,092 for services during the period 2/1/90
through 6/30/91 .
II. FINANCIAL IMPACT
None. 100% State funds.
III . CONSEQUENCES OF NEGATIVE ACTION
Failure to approve this action would prevent the County from
providing needed Substance Abuse Programs for Head Start
children and their families.
IV. REASONS FOR RECOMMENDED ACTION
On Feb. 14 , 1990 the Community Services Department (CSD) , Head
Start Division submitted a concept paper for a Substance Abuse
Prevention pilot project to the Office of Criminal Justice
Planning. On April 9, 1990 CSD was invited to submit a full
application for possible funding.
The Contra Costa County Head Start Program and Policy Council
have targeted Substance Abuse Prevention as their #1 priority
to address over the next three years. This pilot project will
provide a substance abuse prevention curriculum for Head Start
children in Richmond and San Pablo. In addition, there will be
a component where Head Start parents will be trained to be
mentors and facilitate regular parent groups at the Head Start
sites.

Head Start staff and parents are committed to providing high
quality comprehensive child development services. The issues
of substance abuse impact all human service programs. We hope
to demonstrate in this one year pilot project a vehicle for
reducing the impact of substance abuse on Head Start children
and their families.
Authorizing the CSD Director to apply for these funds will
enable the Head Start Program to more adequately meet its goals
and objectives. This also meets the Board' s commitment towards
the Drug and Alcohol objectives in the Action Plan.
