The issues of substance abuse impact all human service programs. We hope to demonstrate in this one year pilot project a vehicle for reducing the impact of substance abuse on Head Start children and their families. Authorizing the CSD Director to apply for these funds will enable the Head Start Program to more adequately meet its goals and objectives. This also meets the Board' s commitment towards the Drug and Alcohol objectives in the Action Plan.
