SUBJECT: LEGISLATION: AB 2939 (Campbell)
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECONIlMENDATION
Indicate that the Board of Supervisors continues to be the
SPONSOR of AB 2939 by Assemblyman Robert Campbell which would
authorize the County to draw down a portion of its foster care
funds and use those funds to intensify support services to
families where a child is in danger of being placed in
out-of-home care in an effort to prevent the need for placement
or reduce the time a child must be placed in out-of-home care.
BACKGROUND:
On February 27, 1990 the Board of Supervisors indicated its
sponsorship of AB 2939. On April 16, 1990 the bill was amended.
In 1989, the Board of Supervisors sponsored AB 899 by Assemblyman
Campbell which would have authorized the County to draw down a
portion of its foster care funds to expand the Family
Preservation Program countywide. Unfortunately, the bill was
amended far beyond the limits of what the County had originally
requested. As a result, the bill was vetoed by the Governor.
Assemblyman Campbell has again introduced this concept, this time
as AB 2939 . As amended April 16, 1990, AB 2939 would authorize
the County to draw down a portion of its foster care funds and
use those funds to provide intensified support services to
certain carefully selected families where a child is in danger of
being placed in out-of-home care. The concept here, which is

already operating in East Contra Costa County as the Family
Preservation Program, is that such intensified support services
can often prevent the need for placement or reduce the length of
time a child must remain in out-of-home care, thereby saving
foster care funds. In addition to saving foster care funds, it
is of course, generally considered to be advisable to keep a
child at home whenever possible.
The April 16 , 1990 amendments are primarily technical in nature
and adjust the date used as the base year for determining the
amount of money the County is allowed to draw down and also
adjust the dates of reports which are due to the Legislature on
the success of the program.
Introduction and passage of this legislation is identified as the
Board' s number one priority in the Board' s 1990 Legislative
Program. It is, therefore, appropriate. for the Board to indicate
that it continues to be the sponsor of AB 2939.
