SUBJECT: Ordinance: County Service Area Charges
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION:
1 . Introduce the ordinance to modify the County Service
Area charge procedure and tax roll collection; and waive reading
of said ordinance.
2 . Set May 22, 1990 for the second reading and
adoption of said ordinance.
3 . Upon adoption of said ordinance, the Public Works
Director shall be the "designated director" for street lighting
service area charges and the Health Services Director shall be
the "designated director" for enhanced emergency medical service
charges .
II . BACKGROUND: On November 8, 1988, the voters of Contra
Costa County passed an advisory measure (Measure "H" ) for the
establishment of a benefit assessment to improve emergency
medical services in Contra Costa County. In order to implement
Measure H and collect the benefit assessment on the tax roll, it
is necessary to enact the above referenced ordinance. The
ordinance allows for the continued annual collection of service
area charges for street lighting service areas as well as for the
collection of enhanced emergency medical service charges .
III . CONSEQUENCES OF NEGATIVE ACTION: If this action is
not taken, the County will not be able to collect the service
charge for enhanced emergency medical services on the Contra
Costa County tax roll in fiscal year 1990-91 or thereafter.
