P300 (.M347) 7/89 (Rev. ) • z =� CONTRA COSTA COUNTY HEALTH SERVICES DEPARTMENT To: Fran Ward9 Date: January 1990 Deputy County Administrator From: WebB �eadlib Subject: Reclassification of Departmental Personnel Offier Melanie Lawrence, Department Computer Operator to Health Services Programmer II The attached P-300 is a request to establish the classes of Health Services Programmer I and Health Services Programmer II at salary levels C5-1636 and C5-1782 and to reclassify Melanie Lawrence from Departmental Computer Operator (54-00195) to Health Services Programmer II. In June 1986, Health Services re-established a department wide data processing support function to better coordinate overall systems and E.D.P. activities. There are now 10 major systems including the Public Health Services Billing System, Patient Appointment Scheduling System, Health Plan Management and the Mental Health '(PSP) System. In addition there are approximately 100 smaller programs on personal computers throughout the department. To respond to the growing and diverse needs of these users the Data Processing office assumed the task of in-depth programming analysis and development. Programming analysis involves trouble-shooting the source of program errors to the problem logic level, then identifying the source so that resolution can occur in a timely manner. Program development is necessary to satisfy needs resulting from growth in existing systems as well as those on the horizon. Approval of this long standing request will result in a programming series accurately reflecting the work performed in the Health Service Department for the past years and will also provide a basis for future staffing to accomodate several additional systems to be developed prior to the opening of the new hospital. Reclassification of Melanie Lawrence can be accomplished without examination in accordance with Section 503 of the Personnel Management Regulations. All cri- teria for such reclassification are met.
