Br gdon, Director of Community Development by: i nzi SUBJECT: P300 ------------------------------------------------------------------- ------------------------------------------------------------------- Attached is a P300 requesting the upgrade of the position and incumbent. from Accountant II to Accountant III . Also attached is a completed Classification Questionnaire and Application by Mr. Paul Abelson, Accountant II. The Community Development Department has evolved into a line department responsible for major accounting programs. Mr. Abelson was hired as an Accountant I prior to the addition of the complex accounting responsibilities demanded by the current Department program area. Mr. Abelson has been employed by the Department from April 17, 1989. His education and work qualifications at that time were more sophisticated, such as an Accounting degree from the Wharton School of Business and past work experience as a Senior Accounting employee. The Department is fortunate that as the demands of the Accounting section have increased in complexity and project area that Mr. Abelson possessed the skills to meet the requirements of an advanced level position. Due to the above, Mr. Abelson' s position was upgraded to an Accountant II on November 1, 1989. At the present time, Mr. Abelson, under the supervision of the Administrative Services Officer, is functioning at an Accountant III level responsible for the following duties: 1. He is responsible for the preparation and monitoring of six Department Budgets; 2. He is responsible for the monitoring and control of contract payments with Private Industry accounts totaling over one million dollars; 3. He is a primary liaison with accounting personnel in the Auditors, Public Works and General Services Department. Mr. Ableson also liaisons with the budget analyst in the County Administrator' s Office; 4. He is responsible for a cost accounting system which entails the establishment of a minimum of 200 Work Authorization codes; and 5. He is responsible for all general accounting functions and Department Audits. . A review of the Accountant III specification will confirm Mr. Abelson' s varied abilities.
