SUBJECT: LEGISLATION: SB 2680 (Boatwright, Ayala, & Torres)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMP ENDATION
Adopt a position in SUPPORT of SB 2680 by Senators Boatwright,
Ayala and Torres which would require the Commission on Peace
Officer Standards and Training (POST) to develop guidelines and
training for peace officers in California dealing with racial and
cultural diversity.
BACKGROUND:
Existing law establishes the Commission on Peace Officer
Standards and Training, which develops and implements programs to
increase the effectiveness of law enforcement through training,
education and investigation.
SB 2680 has been introduced by Senators Boatwright, Ayala and
Torres. As amended April 5, 1990, SB 2680 would require POST, by
July 1, 1991, to develop and disseminate guidelines and training
for peace officers in California on the racial and cultural
differences of people in the state, so that peace officers can be
better prepared to deal with the racial and cultural diversity of
the citizens of California.
The County' s Human Relations Commission has recommended that the
Board of Supervisors indicate its support for SB 2680 and this
office concurs in that. recommendation.
