HomeMy WebLinkAboutMINUTES - 04031990 - S.1 a'V l S. 1 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on _April 3 , 1990 by the following vote: AYES: Supervisors Powers, Schroder, McPeak, Fanden NOES: None ABSENT: Supervisor Torlakson ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Small Shelter for Families in the Church Building at 1391 Shell Avenue Supervisor Fanden presented the March 5, 1990 letter of Ray Ulmer, President, Citizens for a Safe Martinez, P. O. Box 830, Martinez, recommending that the Board consider limiting the proposed shelter at 1391 Shell Avenue to three or four families. Ray Ulmer, 1357 Peach Street, Martinez, noted that this matter is in litigation which he believes has been slow and not productive in resolving the use of the subject property. He expressed the opinion that the building would be too small for 30 people. He advised that Citizens for a Safe Martinez would have no problem having this building designated to shelter women and children. He further advised that he has some people who would assist in the remodel of this facility and would support Shelter Inc. ' s management of it. He expressed reservations with having this particular shelter managed by the Volunteers of America. Mr. Ulmer reported that it is his understanding that Shelter Inc. has turned away 240 families. He commented on his conversation with the Director of the Housing Authority about establishing shelters on Housing Authority property for three or four families. Comments were received from the following who supported the suggestions of the Citizens for a Safe Martinez as presented by Mr. Ulmer: Patricia Ulmer, 1357 Peach Street, Martinez; Gary Marcos, 1314 Peach Street, Martinez; William Eslinger, 1314 Peach Street, Martinez; and Joseph and Imogene Taylor, 1331 Shell Avenue, Martinez . Supervisor Fanden suggested having three or four apartment type units constructed on Housing Authority property for homeless families. She also suggested that consideration be given to designating two or three Housing Authority apartments for homeless families under a program that would be sponsored and monitored by the Housing Authority and Social Service Department. There being no further discussion, IT IS BY THE BOARD ORDERED that receipt of the Citizens for a Safe Martinez recommendation is ACKNOWLEDGED. BACKGROUND: A letter from Ray Ulmer, President of Citizens For A Safe Martinez, (CFSM) was delivered to the Chair of the Board early this morning. A copy of their letter is attached. CFSM has worked diligently to come up with an alternative shelter plan for 1391 Shell Avenue. Their recommendation would provide a shelter plan acceptable to the residents. It is a consensus of this group that a small shelter of families with a record of prior residency in Central Contra Costa County could be accepted by the membership of the Citizens for a Safe Martinez. The consensus of the group was that a small shelter of families with a record of prior residency in Central Contra Costa County could be accepted by the membership of the Citizens for a Safe Martinez .
