SUBJECT: STATUS REPORT ON PROSPECTIVE STUDY OF THE INCIDENCE OF
CANCER IN CONTRA COSTA COUNTY
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMPEEMATIONS
1. Request the Director of Public Health to report to our
Committee April 23 , 1990 on the results of his meetings with
the Public Health Subcommittee of the Bay Area Air Quality
Management District, the BAAQMD Board of Directors and the
Prospective Cancer Study Review Committee, on the status of
the preparation of one or more applications to the National
Cancer Institute for the prospective study of the incidence
of cancer in Contra Costa County and on the next steps which
he believes should be taken to continue the effort to fund
such a study.
BACKGROUND:
Our Committee last reported on this issue to the Board of
Supervisors on December 19, 1989 . On March 26 , 1990 our
Committee received the attached report from Dr. Wendel Brunner,
Director of Public Health on discussions he has had with the
Review Committee and on efforts to obtain support from the BAAQMD
for the prospective study of the incidence of cancer in Contra
Costa County.
The Review Committee has indicated to Dr. Brunner that they
believe the methodology he has proposed is quite complete.
However, they are concerned because the scope of the study may be
so major as to make it impossible to fund it. The Review
Committee has made some suggestions to Dr. Brunner for areas in

which he might be able to tighten up on the study in terms of
some of the occupational areas and thereby reduce the scope and
potential cost of the study.
Dr. Brunner is meeting with the Public Health Subcommittee of the
BAAQMD on March 28, 1990 and, depending on the outcome of that
meeting, will be prepared to make a further status report and
recommendations to our Committee on April 23 , 1990. We continue
to support an application to the National Cancer Institute for
such a study, even if the application has to be broken up into
several pieces and done over a period of time in order to reduce
the initial cost of the study.
Our Committee also noted the need to address the problem of
automobile emissions as a part of any study of cancer since this
seems to be one area that is not receiving sufficient attention.
Much of the emphasis to date has been on the possible
contributions which may have been made to cancer rates from
various industries without adequate attention having been given
at the same time to the contributions made by automobile
emissions. Following Dr. Brunner ' s presentation to our Committee
on April 23 , 1990 we will make a further status report to the
Board.

Re: Status Report on the Prospective Study of the Incidence
of Cancer in Contra Costa County
We were requested by the Internal Operations Committee to confer
with the membership of the Prospective Cancer Study Review
Committee which will review and comment on the outline for the
proposal, and indicate what additional issues would need to be
addressed before such a proposal could be sent to a funding source.
They will also comment on the approximate cost of preparing such
a grant application. We were also asked to follow-up on a number
of other avenues to promote the implementation of the Prospective
Cancer Study.
The proposed outline of study methodology has been sent to the
members of the Review Committee, and I have discussed it with many
of them individually. A meeting of the Review Committee is
scheduled for March 23 at the California Public Health Foundation,
and I will make an initial report to the I . O. Committee on the
results of that meeting on March 26 .
As requested by the I .O. Committee we scheduled a presentation
before the Bay Area Air Quality Management District's Advisory
Board, and presented them with the outline of the proposed
methodology. The Advisory Board was interested in the proposal,
made some suggestions regarding possible funding sources, and
referred the matter to the Public Health subcommittee, where a
presentation and discussion is scheduled for March 28 . When the
review of the Advisory Board and the Public Health subcommittee is
complete, and the specific advice of the Prospective Cancer Study
Review Committee has been formulated, we can present the issue to
the BAAQMD Board of Directors .
We were also asked to approach the American Cancer Society (ACS.)
about their willingness to .fund the writing of a detailed proposal
to the National Cancer Institute. Dr. Donald Austin and myself ..are
preparing an application to the ACS to develop a cancer
epidemiology program in the Bay Area. We have some expectation
this application may be funded because of our work in the Bay Area
with the American Cancer Society Epidemiology Advisory Committee.
This Committee has been looking into the incidence and causes of
cancer, and is considered a model by the American Cancer Society.
