1. Express the Board of Supervisors ' appreciation to Lloyd
Madden and the staff of the Personnel Department for the
outstanding progress which has been made in the past six
months in the development and expansion of the Career
Development Employment Program.
2. Accept the attached report from the Personnel Department on
the progress made since September 30 , 1989 in expanding the
Career Development Employment Program, concur with the
direction being taken in the development of the program in
Richmond and Pittsburg and with the goals established for
various county departments for their participation in the
Career Development Employment Program.
3 . Request the Director of Personnel to report to our Committee
again on the status of the Career Development Employment
Program on September 24, 1990 .
BACKGROUND:
Our Committee has been receiving and forwarding to the Board of
Supervisors periodic reports from the Personnel Department staff
on the development of the Career Development Employment Program.
On March 26 , 1990 we received and reviewed the attached report
for the past six months. We were very pleased to see that there

have now been 46 individuals placed in entry level jobs as a
result of the Career Development Employment Program, 24 of whom
have been transitioned into permanent County merit system
positions.
We are also pleased to see that a total of approximately 82
positions have been committed by County Departments for CDEP
slots.
The Sheriff has been very cooperative in developing positions for
CDEP participants in the West County Justice Center. Some 66
individuals are already involved in preparation for these
positions. The Personnel Department is in touch with some 500
other individuals who are interested in positions with the County
and are being advised of entry level positions as they become
available.
Finally, the City of Pittsburg and the County have developed a
close and cooperative working relationship through the auspices
of Pittsburg' s Director of Human Resources, Gerry Dunbar. As a
direct result of this cooperation, it will be possible for the
CDEP Program to begin working again in East County on April 16,
1990 , as is outlined in the attached report and the letter from
the City of Pittsburg.
We would like to continue to monitor progress on this Program and
are therefore requesting that the Personnel Department staff make
a further report to our Committee in September.

SUBJECT: Career Development Employment Program Status Report
This status report summarizes the activities of the Career Development
Employment Program through March 23, 1990.
I. CAREER DEVELOPMENT PROGRAM APPOINTMENTS
Since the last reporting period (September 30, 1989) , the following appointments
were made and incorporated in Attachment "A", Appointments by Department:

In addition to the ten (10) appointments made during this period, three Career
Development Workers were transitioned to the Merit System.
II. SUMMARY OF POSITIONS DEDICATED TO THE CAREER DEVELOPMENT EMPLOYMENT PROGRAM
BY COUNTY DEPARTMENT.
In accordance with your request for Personnel to submit a report to the Internal
Operations Committee summarizing the comments of each department on the
recommended dedication of positions to the Career Development Employment
Program, I am submitting Attachment "B". This report will be followed up by a
meeting/discussion with the appropriate department representative to develop an
implementation/hiring schedule for the positions dedicated and any position
added in the interim.

III. TARGETED RECRUITMENT AND PREPARATION PROJECT - WEST COUNTY JUSTICE CENTER.
In January, Personnel was allocated $21,000 to subsidize the recruitment,
preparation and testing of individuals for civilian positions in the Sheriff's
Department in support of the West County Justice Center through the Career
Development Employment Program, and also recruit particularly West County
residents for new permanent positions that will open in the Sheriff's Department
as a result of the West County Justice Center. Under the Career Development
Employment Program, we have recruited 66 candidates in the first group.
Preparation activities began in February 1990 and will conclude in April with
oral interviews with a Qualifications Appraisal Board (Attachment "C") . The
second group will start the latter part of April .
In addition to the Career Development Employment Program activities, we have
established a list of over 400 West County people who are interested in
employment in the Sheriff's Department, specifically at the West County Justice
Center. We will utilize this list to inform them of employment opportunities
not only in the Sheriff's Department but other County departments as specified
in Attachment "D".
IV. CITY OF PITTSBURG AND CITY OF RICHMOND ASSISTING IN THE CAREER DEVELOPMENT
EMPLOYMENT PROGRAM RECRUITMENT.
In accordance with your request for staff to discuss with the City of Pittsburg
and City of Richmond the possibility of their assisting the County in recruiting
candidates for the Career Development Employment Program, I am pleased to report
the following:
City of Pittsburg
Staff met with the City's Director of Human Resources, Gerry Dunbar. The Human
Resources Department operates employment and training programs with the County's
Private Industry Council : The Director supports the Career Development
Employment Program and has agreed to private office space for the part-time
staff person we plan to hire. Our part-time Program Outreach Specialist will be
responsible for:
- Learning the structure and operation of the County's Personnel Department.
- Making presentations to community organizations and interested citizens'
groups on the Career Development Employment Program and other County
employment opportunities.
- Recruiting candidates for the Career Development Employment Program and
other County positions where appropriate.
- Assisting with the development and preparation of Career Development
Employment Program outreach and recruitment materials.
- Post,ing and maintaining an open and promotional job announcement board.

- Answering questions received from the public both over the telephone and in
person.
- Developing a resource list of prime areas/sites to post Career Development
Employment Program flyers/bulletins.
- Developing a resource list of potential Career Development Employment
Program candidates.
The Program Outreach Specialist's Office will be located in the Marina Community
Center located at 340 Marina Boulevard. In addition to office space, we are
also making staff-sharing arrangements.. Mr. Dunbar has a Bilingual Employment
Specialist that we will share 50/50. We're very optimistic about the
staff-sharing proposal which will enhance our ability to recruit and promote the
program as well as provide employment opportunity information to a targeted
population. We hope to consummate an agreement as to cost and expectations by
April 1, 1990 and a program restart by April 16, 1990.
City of Richmond
Staff met with Marvin Wills, Director of the City's Private Industry Council a
few months ago to formalize the City's informal referral process which has been
used for over two years now. The City now sends a referral form with each
candidate the City refers to the Career Development Employment Program. The
City also reaffirmed its commitment to continue to support and recruit
candidates from their client pool .

Interested Individuals:
Let me apologize for the delay in responding to your inquiry regarding
employment opportunities at the West County Justice Center (County Jail ) .
As a point of information, all individuals hired by the Sheriff' s
Department as a result of the new County Jail in Richmond will not be
assigned in Richmond. Some new hires will be assigned to a
division/facility in Martinez.
In terms of employment opportunities we have identified several job
classifications the County will be recruiting for in the Sheriff' s
Department and they are as follows:

As stated above, the County announced the Clerk _ Experienced Level exam
(County-wide) on March 9, 1990 and it will close March 30, 1990. The
Sheriff's Department will be hiring Clerks for the new jail from the
employment list established by this exam. If you are interested in a
clerical position in the Sheriff's Department or in the County in general ,
you should apply immediately.

Experience: One year of full-time or its equivalent office clerical
experience.
TYPING CERTIFICATE
Most County clerical openings are filled with qualified typists.
Applicants who can certify a net typing speed of 40 wpm should do so.
Certificates can be obtained from a high school , community college, current
or past employer, placement agency, temporary service or Regional
Occupational Program office. Please attach the typing certificate to the
official employment application.

INTERNATIONAL PERSONNEL MANAGEMENT ASSOCIATION MEMBER
Applicants will, be notified by mail of the date, time and location of their
written examination. The written test date has been tentatively scheduled
for Saturday, April 28, 1990. The oral examination has been tentatively
scheduled for the week of May 29. Scores received for both the written and
oral sections of the examination are combined for an overall score which
determines ranking on the employment list.
Test Workshop: Applicants with little or no test-taking skills are invited
to attend a test workshop.
