WPE735 SPECIFIC REOUEST(S)OR RECOMMENDATION(S)i BACKGROUND AND JUSTIFICATION I. RECOMMENDATION A. REVIEW and CONSIDER the Negative Declaration of Environmental Significance; FIND that the project for Homeless Shelter at Brookside Drive (County File #CP 90-1) will not have a significant effect on the environment and that an environmental impact report is not required; and DIRECT the Director of General Services to file a notice of determination with the County Clerk. B. APPROVE Plans and Specifications prepared by John E. Yoders, Architect, for site and interior improvements at the Homeless Shelter, 845 & 847 Brookside Drive, Richmond. C. DIRECT the Clerk of this Board to publish Notice to Contractors in accordance with Section 20125 of the Public Contract Code, inviting bids for said work, said Notice to be published in the Concord Transcript ' so that bids for this work will be received on May 3, 1990 at 2:00 P.M. II. FINANCIAL IMPACT The Consulting Architect has estimated the initial construction contract cost for site and interior improvements to be $75,000.00. The Social Service Department has applied for or has been awarded grants which will be used to cover this cost. BACKGROUND A. On October 3, 1989, the Board of Supervisors approved a West County homeless shelter' site as recommended by the County Homeless Management Team, subject to any legally required review procedures. The site comprises a part of the Sheriff's Work Furlough Detention Facility, combined with a part of the adjacent Public Works Corporation Yard. The development of this site is part of a county-wide homeless program. B. In accordance" with Section 15073 (17 Cal. Adm. Code 14) , the Community Development Department issued a Notice of Negative Declaration of Environmental Significance, - with a public review period from February 13, 1990 through March 15, 1990. No responses to the notice were received. C. In accordance with Government Code Section 65402, Paragraph (b) , the General Services Department submitted the location, extent and purpose of the proposed homeless shelter to the Planning Department, City of Richmond. The Planning Director responded that the Richmond General Plan identifies the County site as General Industry, which allows a variety of industrial activities and prohibits residential uses. The County property, however, is not subject to the zoning and building codes of the City of Richmond. D. These plans and specifications will provide site and interior improvements only, including utility services, paving, ramps, and fixed bunks, tables and lockers, for a facility comprising portable modular units which will be delivered and set up at the site under a separate purchase order for lease, lease purchase or purchase, depending on project costs and available funds. E. The completed facility will provide an emergency shelter for a maximum of 56 homeless individuals. While in the shelter, individuals will be provided meals and be assisted with seeking employment, training, housing, medical services, drug and alcohol abuse services; and other services they might need. It is anticipated that a majority of persons referred to the shelter will be from Richmond and other West County cities. F. The program is designed to service single homeless persons. The configuration of the modular shelter facility will permit separate quarters and showers for a maximum of 48 men and 8 women. G. The County Social Service Department intends to issue an RFP from interested providers to operate the Brookside Homeless Shelter Program. The Social Service Department will be responsible for contract management, homeless client referrals, and coordination of services to the program. H. The Board has obtained the general prevailing rates of wages, which shall be the minimum rates paid on this construction project. 13501B03 . 20A RDH: ls Page 2 of 2
