SUBJECT: APPROVAL OF APPROPRIATION ADJUSTMENT FOR INSTALLATION OF THE ALL COUNTY CRIMINAL JUSTICE INFORMATION NETWORK Specific Request(s) or Recommendations(s) & Background & Justification RECOMMENDATION- 1. Approve the appropriation adjustment in the amount of $318,081 that recognizes the 1989/90 fiscal year revenues and expenses relative to the use of the funds reserved pursuant to the settlement agreement between the Cities of.Contra Costa County and the County of Contra Costa regarding the DUI lawsuit for the installation of an All County Criminal Justice Information Network (ACCJIN) . The use of these funds was approved for ;this purpose by the Board of Supervisors on February 13, 1990. 2. Authorize the Director of Justice System Programs to execute the contract relating to the purchase of this network. FINANCIAL IMPACT: The total amount of the network installation is to be funded from the $1,000,000 set aside as part of the settlement from the DUI lawsuit plus the deposits made by agencies participating in the network but mot covered by the DUI settlement agreement. REASONS FOR RECOMMENDATION/BACKGROUND: The Cities of Contra Costa County and the County of Contra Costa have a need to connect their various computer systems electronically. When this network is in place, the agencies would be able to eliminate redundant data entry by use of file transfer of citation information, increase information flow for identification of offenders, increase the exchange of information regarding court activities to reduce officer overtime, and allow for automatic transfer of arrest information to central files for future reporting to the State. The Cities of Contra Costa County and the County of Contra Costa, effective June 24, 1988, agreed to settle the Antioch et al. vs Contra Costa County et al. lawsuit concerning the distribution of : "Driving Under the Influence" fines and forfeitures. This agreement must be reached within two years of June 24, 1988. The Justice Automation Advisory Committee (JAAC) of Contra Costa County and the Contra Costa County Police Chiefs' Association have recommended the development and installation of an All County Criminal Justice Information Network (ACCJIN) . A request for proposal for such a system was released pursuant to Contra Costa County purchasing policies and six (6) responses were received. At least one (1) of the vendors is capable of meeting the RFP within budget and the completion of this project will provide Contra Costa County with a state of the art Criminal Justice Computer to Computer Network with terminal emulation and data transfer. Two-thirds (2/3) of the Cities of Contra Costa County have passed resolutions approving the use of the settlement funds for this network. A vendor has been selected and lease financing is being arranged. CONSEQUENCES OF NEGATIVE ACTION: Failure to act would mean continued duplication of work as information is passed from one agency to another, inability to report arrest to disposition information to the state without a lot of duplicate data entry by County personnel, and return of these DUI settlement funds to the Cities when the two-year time period has lapsed. 1 ".
