SUBJECT- DONATION OF SICK LEAVE AND VACATION HOURS TO AN EMPLOYEE
IN THE PUBLIC WORKS DEPARTMENT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECONLEENDATIONS
1. Authorize employees in the Public Works Department to donate
sick leave or vacation accruals to Mark Trump, a Laborer in
the Road Maintenance Division, to reimburse him for wages
lost as of March 19, 1990 , at which point Mr. Trump had
exhausted all of his sick leave and vacation accruals while
caring for his terminally ill wife and his small child.
2. Authorize the Auditor-Controller to transmit the cash value
. of the donated hours, minus appropriate taxes, to Mr. Trump.
BACKGROUND:
Mark Trump is a Laborer in the Road Maintenance Division of the
Public Works Department. As the attached memorandum from the
Public Works Director indicates, Mr. Trump has exhausted all sick
leave and vacation accruals because he has been caring for his 29
year old wife who is terminally ill following complications from
a case of the measles.
In the past, we have allowed such donations for extraordinary
situations in which an employee or member of an employee' s
immediate family is terminally ill, such as is the case here. '
Due to recent interpretations of federal law, such donations of
sick leave or vacation time must be taxed to the individual who

is making the donation. As long as employees in the Public Works
Department are aware of this requirement, we believe it would be
appropriate in this instance to allow such donations to be made.
The process which will be followed is for the Public Works
Director to advise - his employees that this opportunity to assist
Mr. Trump has been approved by the Board of Supervisors. Any
employees who wish to make a donation will then indicate the
number and type of hours they wish to donate. The
Auditor-Controller will determine the cash value of the hours
which are donated, will apply the appropriate taxes to the
donation and make the proceeds available to Mr. Trump to assist
in making up the wages he lost and other expenses he has incurred
as a result of this tragic situation.

SUBJECT: Request for Waiver of County Policy
Mark Trump is a Laborer in our Road Maintenance Division and has been with us about
a year. He is married and has a small child. His wife is 29 years old and is terminally ill.
Apparently she got the measles which turned into pneumonia. Due to complications, she
received severe brain damage and is not expected to live.
As of March 19, Mark has used up all of his vacation and sick leave time. The people on
his work crew as well an many others want to donate some of their sick leave to Mark to
help him through this crisis.
We are asking that you request the Board of Supervisors to waive County Policy for this
special case and allow our employees to donate sick leave and/or vacation to Mark. This
would not only be extremely helpful for Mark but would also indicate to the Maintenance
employees that County management is concerned and does care what happens to them.
