HomeMy WebLinkAboutMINUTES - 04031990 - 1.47 " 1-047 TO: BC:,kRD OF SUPERVISORS FROM: Contra Phil Batchelor, County Administrator Costa a:. t DATE: March 26, 1990 County SUBJECT: LEGISLATION: AB 4114 (Clute) SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION Adopt a position in SUPPORT of AB 4114 by Assemblyman Clute which would authorize the formation of a service authority for the abatement of abandoned vehicles and authorize the imposition of a $1.00 fee on all registered vehicles to pay for the program. BACKGROUND One of the highest priorities in the Board of Supervisors ' 1990 Legislative Program is the passage and enactment of legislation which would finance an abandoned vehicle abatement program. Assemblyman Clute has introduced AB 4114, which would authorize a board of supervisors and a majority of the cities having a majority of the population in the incorporated area of the county to establish a service authority which would plan and operate an abandoned vehicle abatement program. The board of supervisors and cities would also have to impose the additional fee on the registration of vehicles within the county. It is estimated that the $1.00 fee would raise between $500,000 and $600,000 annually in Contra Costa County. The membership of the authority would be determined by a majority vote of the board of supervisors and a majority of the cities having a majority of the population in the incorporated area of the county. The fee could remain in effect only for a period of five years after the date on which the authority is established. The service authority would be disbanded after it had spent all funds raised by the increased registration fee. In view of the fact that funding an abandoned vehicle authority is such a high priority with the Board of Supervisors, it is recommended that the Board indicate its support for AB 4114.
