SUBJECT: LEGISLATION: AB 3747 (Isenberg and Campbell)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECONIlENDATION
Indicate that the Board of Supervisors is the SPONSOR of AB 3747
by Assemblymen Isenberg and Campbell which would require new AFDC
Medi-Cal beneficiaries to enroll in either the Contra Costa
Health Plan or another prepaid health plan which serves the same
area whenever there are more than one Medi-Cal PHP' s serving an
area in the County. Such enrollment would be for a period of six
months.
BACKGROUND:
One of the items in the Board' s 1990 Legislative Program was to
seek legislation that would require all new AFDC Medi-Cal
beneficiaries to enroll in one of the PHP' s whenever there are
two or more Medi-Cal PHP' s service the same area of the County.
In West County, both the Contra Costa Health Plan and Kaiser
enroll AFDC Medi-Cal beneficiaries. The CCHP is interested in
using such "lock-in" for a period of six months as a method of
marketing to new AFDC recipients. The idea would be that at the
end of the six month period the CCHP would have shown the
beneficiary that the CCHP provided quality, available medical
care so that the individual would agree to stay with the CCHP
thereafter voluntarily.
Assemblymen Isenberg and Campbell have agreed to jointly
introduce this measure on behalf of the Board of Supervisors.
Because of likely opposition from the medical community the

Health Services Director has decided not to pursue passage of the
bill this year, preferring to try to negotiate a compromise with
the private medical community and return with an revised proposal
in 1991 . It is, however, appropriate for the Board of
Supervisors to acknowledge that it is the sponsor of AB 3747 .
