HomeMy WebLinkAboutMINUTES - 04031990 - 1.44 - 1-044 TO: '* BOARD OF SUPERVISORS Contra FROM: \1COSta Phil Batchelor, County Administrator y '� Count DATE: March 26 1990 T'4 C0UN'� SUBJECT: LEGISLATION: AB 3708 (Campbell) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECONIlEENDATION Adopt a position in SUPPORT of AB 3708 by Assemblyman Campbell which would require the State Department of Health Services (SDHS) to submit a report on how programs administered by the department in and around the City of Berkeley can be consolidated and transferred to the University of California, Berkeley, Richmond Field Station. BACKGROUND- The Health Services Director and Director of Public Health have expressed their concern that the State Department of Health Services was planning to transfer many of the fine programs which it administers in the Berkeley area to Sacramento. The Board of Supervisors has publicly expressed its concern with these plans, as well. Assemblyman Campbell has introduced AB 3708 which would require SDHS to report to the Governor and several specified Committees of the Legislature by January 1, 1991 on how these programs can be consolidated and transferred to the University of California, Berkeley' s Richmond Field Station. The report would be required to include the following: * A determination as to whether facilities adequate to house the programs currently exist at the Richmond Field Station or whether a new building would have to be built for this purpose. M382 (10/88) BY DEPUTY * The size and cost of a building which would be needed to house all of these programs. * A discussion of the possible methods of financing a new facility, if one is needed, including the use of revenue bonds which could be sold by the University of California. * An evaluation of whether the University of California would allow it' s bonding authority to be used for such a building if the new building also provided the University with needed facilities. * The current and estimated future cost of moving employees and contract staff to a new facility at the Richmond Field Station, compared to the cost to continue to house them elsewhere in the East Bay or moving them to Sacramento. The comparison of the costs of moving to Sacramento must include an assessment of the estimated impact on state programs from vacancies that would occur if employees left these programs to find other jobs, rather than move to Sacramento. In view of the concerns which have been expressed by Dr. Wendel Brunner, in particular, regarding the impact of a move to Sacramento on the Tumor Registry staff, it is appropriate for the Board of Supervisors to express their support for AB 3708.
