SUBJECT: PROGRAM SUPPLEMENT #076 WHICH PROVIDES FEDERAL HIGHWAY BRIDGE
REPLACEMENT AND REHABILITATION (HERR) FUNDING FOR CONSTRUCTION AND
CONSTRUCTION ENGINEERING FOR THE BRIDGE REPLACEMENT ON NICHOLS
ROAD AT SP/AT&SF RAILROAD
PROJECT NO.: 0662-6R4136.
SPECIFIC REQUEST(S)OR RECOMMENDAMN(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
Approve and authorize the Chairman of the Board of Supervisors to execute Program
Supplement #076 which provides $320,011 in Highway Bridge Replacement and Rehabilitation
(HBRR) for construction and construction engineering funds for the Bridge Replacement on
Nichols Road at SP/AT&SF Railroad.
11. Financial Impact:
The supplement provides reimbursement for HBRR Funds for 86 percent of the County's
estimated costs for-the project. The County must provide the remaining 14 percent of the
funding for these items.
III. Reasons for Recommendations and Background:
On June 21, 1977 the Board approved County-State Master Agreement No. 04-5928 for the
funding of Federal Aid Projects.
On December 5, 1986 Contra Costa County qualified for Federal funds.to Replace Bridge on
Nichols Road at SP/AT&SF Railroad.

Caltrans and the Federal Highway Administration have determined that this County can be
reimbursed for the County's estimated construction and construction engineering costs for the
project. The County Transportation Committee reviewed this item on March 19, 1990.
IV. Consequences of Negative Action:
If this program supplement is not approved, the County will have to absorb the entire cost of
construction and construction engineering for this project.
