RECOMMENDED ACTION: Adopt Resolution No. 3579 approving the 1990 Comprehensive Improvement Assistance Progrm (CIAP) Application and authorizing submission of an application in the amount of $6,824,713 to the U. S. Department of Housing and Urban Development, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Should the Housing Authority of the County of Contra Costa be awarded funds to continue the modernization of its older public housing units, funding totalling $6.8 million could be allocated by the Department of Housing and Urban Development. III. REASONS FOR RECOMMENDATION/BACKGROUND: The Department of Housing and Urban Development (HUD) has notified all Housing Authorities that Comprehensive Improvement Assistance Program funding will be available during Fiscal 1990. Competitive applications for this funding must be filed with HUD by no later than Friday, April 27, 1990. Newly published HUD Comprehensive Assistance Improvement Handbook instructions require only one application from each housing authority, and a Joint Review between HUD Field Office personnel and housing authority personnel will be made on each application. At its Regular Meeting on April 16, 1990 the Advisory Housing Commission recommended adoption of Resolution No. 3579, authorizing Housing Authority staff to submit a 1990 Comprehensive Improvement Assistance Application, with previously established funding priorities, in the amount of $6,824,713. These funds will enable the Housing Authority to complete work- items at six public housing developments, finish the comprehensive improvement work at CA011001, Alhambra Terrace, housing development in Martinez, which was partially funded under the 1989 CIAP, and begin comprehensive improvement work at CA011004 Los Nogales, Brentwood and CA011003, Bridgemont, Antioch.
