RYDINGSWORD, DIRECTOR l Social Service Department Costa County DATE: April 17 , 1990 N SUBJECT: APPROVAL OF COUNTY PLAN FOR REFUGEE SERVICES PROGRAMS SPECIFIC REOUEST(S)OR RECOMMENDATION(S)6 BACKGROUND AND JUSTIFICATION 1 . RECOMMENDATION Approve County Plan for, Refugee Services for the following programs: Approximate Amount of funding - Program Period For Projects 1) Refugee Employment 7/1/90 - 12/31/90 $125,755 Social Services(RESS) 2) Targeted Assistance Program (TA VII) 7/1/90 - 6/30/91 $182,895 3) Mutual Assistance Association Grant 7/1/90 - 6/30/91 $149913 and authorize the Social Service Department to follow State-approved procurement requirements which will include a Request for Proposal (RFP) process to select contractors to provide services to refugees designated in the County Plan. II. FINANCIAL IMPACT Funding of the above programs will be from Federal Office of Refugee Resettlement (ORR) funds. No County funds are involved. III. BACKGROUND The Board, on March 20, 1984, designated the Social Service Department as the agency responsible for planning and writing County Plans for Refugee Targeted Assistance services. Additionally, the Board resolved on November 10, 1987 that the Department would be responsible for administering the Refugee Employment Social Services Program when KESS management responsibilities were transferred from the State to the County effective July 1 , 1988. To receive funds for the programs shown above, Contra Costa County is submitting the present County Plan which has been prepared with input from the Refugee Services Advisory Council and from a Public Hearing conducted on March 28, 1990. Attached is an Executive Summary of the Refugee Services County Plan. CC: County A,dri:ni..trator ATTESTED APR 2 4 1990 Social Serrvices PHIL BATCHELOR,CLERK OF THE BOARD OF Auditor-Cont-roller SUPERVISORS AND COUNTY ADMINISTRATOR M382 (10/88) BY r ,DEPUTY 'i EXECUTIVE SUMMARY COUNTY PLAN FOR REFUGEE SERVICES - APRIL 1990 REFUGEE EMPLOYMENT SOCIAL SERVICES (RESS) TARGETED ASSISTANCE VII (TA VII) MUTUAL ASSISTANCE ASSOCIATION GRANT (MAAG) Contra Costa County, by virtue of its refugee population of approximately 8,000 persons, is one of 13 California counties designated as impacted by the Federal office of Refugee Resettlement (ORR). As an impacted county, Contra Costa is the recipient of three federal grants to provide services to refugees who are recipients of public assistance. These services include English as a Second Language, Employment Services, Vocational Training, and Social Adjustment/Health Accessing services. The goal of these programs is to facilitate refugee achievement- of economic self-sufficiency as soon as possible after their arrival in the United States. The Social Service Department was designated by the Board in 1984 as the agency responsible for planning and administering these grants. All funds received except the amount set aside for county administration expenses are contracted out to private, nonprofit service providers through the RFP process. The Social Service Department Director assuresthe Board that the planning process specified in federal guidelines was followed in developing this County Plan. These guidelines specify that an Advisory Council be organized consisting of representatives from refugee organizations, public and private agencies dealing with refugee resettlement, EDD, PIC, and the Social Service Department. The Advisory Council's duties are as follows: 1. Conduct a Labor Market Analysis 2. Identify target groups most needful of services 3. Analyze needs of the target population 4. Review existing community resources 5. Identify gaps in services 6. Hold a Public Hearing to receive community input 7. Recommend to the Social Service Director programs to be funded and funding levels for each contract. The 10-member Refugee Advisory Council met on March 14, 21, and 28, 1990. The Public Hearing took place in San Pablo on March 28, 1990. The Social Services Director approves the Advisory Council's recommendations for expenditure of these grants as follows: I. MUTUAL ASSISTANCE ASSOCIATION GRANT 14,913 County Admin. -0- Social Adjustment/Health Accessing 14,913 Note; These are all anticipated amounts. The final allocations have not been published as yet. In order to avoid a gap in services (all present contracts are expiring 6/30/90) the Advisory Council had to use these figures for plan- ing purposes. RFPs will contain a provision advising prospective bidders that funding levels are dependent upon the availability of federal funds.- The Social Service Director requests that the Board approve acceptance of these three federal grants, approve the County Plan for expenditure of the grants, and give permission for the Social Service Department to issue RFPs immediately to prospective bidders for operation of these services programs under contract with the County beginning July 1, 1990. -2-
