HomeMy WebLinkAboutMINUTES - 04241990 - 1.3 1 s3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 24, 1990, by the following vote: AYES: Supervisors Schroder, McPeak, Torlakson and Fanden NOES: None ABSENT: Supervisor Powers ABSTAIN: None RESOLUTION NO.90/244 SUBJECT: Temporary Closure of Mariners Cove Drive (RD. #5185AR) , West Pittsburg WHEREAS, on June 6, 1989, the Board of Supervisors received a request from local residents, fearing that existing traffic conditions presented a threat to their health and safety, to close Mariners Cove Drive to through traffic and; WHEREAS, on August 15, 1989, the Board of Supervisors authorized a special Traffic and Circulation Study to evaluate the merits of I losing Mariners Cove Drive to through traffic and; WHEREAS, on March 27 , 1990, the Board of Supervisors accepted a report from the Board's Transportation Committee, and approved in concept the temporary closure of Mariners Cove Drive pending the completion of the current West Pittsburg Traffic and Circulation Study and; WHEREAS, said Traffic and Circulation Study is not expected to be completed for approximately 9 months. NOW THEREFORE BE IT RESOLVED that pursuant to Section 942 . 5 (a) of the California Streets and Highways Code, and in the interest of public safety, the temporary closure of Mariners Cove Drive to through traffic is hereby approved, pending completion of the West Pittsburg Traffic and Circulation Study and/or construction of additional portions of the road circulation element of the General Plan; and the Public Works Director is authorized to consult with appropriate agencies on the design of the street barricade and to install the appropriate street barricade. Now THEREFORE BE IT FURTHER RESOLVED that this Board hereby FINDS that the temporary closing of Mariners Cove Drive will not have a significant effect on the environment and that this project has been determined to be categorically exempt from the California Environmental Quality Act under State CEQA Guidelines section 15304 . The proposed road closure is a minor, temporary altera- tion of an existing public road facility; and the Director of Community Development is hereby authorized to file a Notice of Exemption with the County Clerk.
