Walnut Creek Liaison Committee °a.T;q.�=_.;;rCounty' Supervisor Schroder and Supervisor McPeak DATE: April 10, 1990 SUBJECT: North Gate Area Specific Plan Program SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS . 1 . Concur that a specific plan should be developed to provide added policy detail to regulate development in the North Gate area of Walnut Creek. This will be a joint planning effort with the City of Walnut Creek. 2. Provide guidance on how to control development applications in the specific plan . area in the interim. Should an interim ordinance be utilized limiting new rezonings or simply to direct staff to withhold such rezonings until the specific plan is adopted. FISCAL IMPACT None BACKGROUND/REASONS FOR RECOMMENDATIONS The Walnut Creek Liaison Committee is made up of Supervisors Schroder and McPeak, Mayor Gail Murray and Councilwoman Evellyn Munn. It has had several meetings recently to discuss the development of an MOU for the North Gate area between Walnut Creek and the County. This draft MOU will propose controls on land use, the development of a specific plan, and other concepts. Before we can finalize this MOU, we would like guidance from the full Board on how to handle development applications while the specific plan is being developed. They feel that this would be the best way to control development pending adoption of the Specific Plan. The other approach which was discussed would be less formal and would involve giving direction to staff to go slow the processing of applications requiring rezoning in the area received after March 19, 1990 until the specific plan was adopted. March 19 is the date the idea of limiting applications was first suggested before the Committee. The Committee wanted to get the sense of the Board of Supervisors on this issue prior to finalizing the MOU provisions. JWC:vpl cjc7/nrthgate.bos
