SUBJECT: RECOMMENDED SELECTION OF A FINANCIAL ADVISER FOR MELLO-ROOS
PROJECT IN THE PLEASANT HILL-BART PROJECT AREA
SPECIFIC REQUESTS)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECONIlIENDATIONS
1. Approve the following rank ordered list of investment
bankers for the Mello-Roos Community Facilities District
Bond Financing in the Pleasant Hill/BART Station Area:
1 . Bear Stearns
2. Stone & Youngberg/Knight Group
3 . Sutro
4. Rauscher/Pierce Refsnes
5. Paine Webber/Charles Bell
2. Direct staff to attempt to establish a partnership with
Pacific Securities as co-manager in order to include a
women-owned business in this bond financing.
3. Designate Jones, Hall, Hill & White as bond counsel for the
Mello-Roos Community Facilities District Bond Financing in
the Pleasant Hill/BART Station Area.
BACKGROUND:
On February 27 , 1990 the Board of Supervisors approved a list of
qualified investment bankers for Mello-Roos Community Facilities
District Bond issues. The Community Development Department was
further directed to solicit proposals from twelve firms on the
qualified investment bankers list for a prospective Mello-Roos

transaction in the Pleasant Hill/BART Station Area. Eleven
responses were received. Staff has reviewed the responses as is
outlined in the attached memorandum from the Deputy Director of
the Redevelopment Agency.
Our Committee met on April 9, 1990 with representatives from Bear
Stearns, Sutro and Pacific Securities. We are prepared to concur
with staff' s ranking of the responses as is noted above. We do
want to include Pacific Securities as co-manager in order to meet
our MBE/WBE goals. The representatives from Bear Stearns and
Sutro were both in agreement to include Pacific Securities as
co-manager of the issue.
