SUBJECT: STATUS OF DRCC EQUIPMENT
Specific Request(s) or Recommendations(s) & Background & Justification
RECOMMENDATION:
Accept . report on the inventory and status of DRCC equipment and approve the
tentative plan for the eventual disposition of said equipment.
FINANCIAL IMPACT:
The proposed disposition of the DRCC equipment will result in savings of
indeterminate amounts for the agencies involved in the DRCC transition.
BACKGROUND/REASONS FOR RECOMMENDATION:
On February 13, 1990, the Board of Supervisors approved the report of the
Internal Operations Committee which included a request that the County
Administrator, Sheriff-Coroner, and Chief, Contra Costa County Fire
Protection District prepare a report to the Finance Committee regarding the inventory,
original and present value, and proposed disposition of DRCC equipment. On
April 9, 1990, the County Administrator presented the requested report to the Finance
Committee.
The DRCC Operations Committee designated a committee of its
members to conduct an inventory of the DRCC equipment and prepare a suggested
disposition plan. The Committee was comprised of Chief Jim Frank, Brentwood Police
Department; Dennis Matzen, Contra Costa County Sheriff's Office; Howard Korpus,
General Services Department and Alan Nielsen, Contra Costa County Fire Protection
District.
The Committee inventoried the equipment at DRCC as well as related DRCC
equipment located at other agencies and produced a 25-page report consisting of
approximately 500 pieces of equipment. The inventory does not identify either
original or present value of the equipment.
The original value of the equipment is not identified because of the difficulty in
determining acquisition costs of the equipment. Some of this equipment was given to
DRCC by the participating agencies and was of questionable value at that time because
of its age. The equipment that was purchased was purchased at varying times over a
period of years. In order to attempt to verify the purchase price of all the
equipment, it would be necessary to go back over the years and search for individual
purchase orders to determine the purchase price.

The inventory does not include an estimate of the present value of the equipment
because of the common belief of the agencies involved in DRCC that most of the
equipment is approximately ten years old, is approaching obsolescence and, thus, of
little value.
As you know, the DRCC agreement seems to indicate that any party withdrawing from DRCC
would give up its right to DRCC equipment. While the legal application of the DRCC
agreement as it relates to equipment is not clear under the circumstances of the
pending dissolution of DRCC, the interpretation and enforcement of the agreement could
lead to protracted arguments and possible legal action between the various agencies.
As an alternative to such controversy and possible legal action, the agencies have
mutually identified the utility of each piece of equipment for fire and police
operations and have used such analysis as a basis for the proposed disposition of the
equipment upon terminating the operation of DRCC. The Committee further agreed that
any equipment not found to be usable by the participating agencies be sold at the
appropriate time with the proceeds to be divided among the agencies on the basis of
the operating cost-sharing plan.
Although most of the subject equipment would be of little value if sold, it
is of value to the participating agencies from the standpoint of avoiding
the purchase of new pieces of equipment and/or as backup equipment for
emergency parts replacement. In fact, the approved equipment lists for the Sheriff
and Contra Costa County Fire are based on the expectation that the DRCC equipment will
be transferred to the appropriate agency when the transition is complete.

It is recommended that the Board of Supervisors approve the proposed disposition of
the DRCC equipment with the understanding that the County Administrator's Office will
continue to follow the equipment issue to assure that the equipment is disposed of on
an equitable basis.
