MICHAEL WALFORD, CHIEF ENGINEER DATE: April 17, 1990 SUBJECT: Consider Adoption of Resolution of Intention to Study Enhancements to Walnut Creek Channel SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: ADOPT the attached Resolution of Intention to Study Enhancements to the Walnut Creek Channel; APPOINT Supervisor McPeak to serve on Steering Committee; and DIRECT Flood Control District staff to lead the Study effort and to request the U.S. Army Corps of Engineers to delay closure of the Walnut Creek Channel Project II. Financial Impact: The cost to Flood Control Zone 3B to conduct the study and prepare the Study report is estimated to be $10,000. III. Reasons for Recommendations and Background: The U.S. Army Corps of Engineers and the Contra Costa County Flood Control and Water Conservation District have co-operated to provide major flood control improvements to the Walnut Creek Channel from its outlet at Suisun Bay upstream to Rudgear Road in the City of Walnut Creek. An opportunity exists to utilize the Walnut Creek Channel right of way for recreation purposes, or other enhancements, with the Corps of Engineers sharing the development costs. The Study which will be a joint effort between Contra Costa County, the Flood Control District, the Cities of Walnut Creek, Pleasant Hill, Concord and the East Bay Regional Park District, will identify possible enhancements, their costs and all possible sources of funding. Concord, Pleasant Hill, and Walnut Creek, WHEREAS, the rights-of-way for these channels are controlled by the Contra Costa County Flood Control and Water Conservation District and can be made available for other uses compatible with the primary flood control purpose, WHEREAS, it is desired to enhance these channels in order to improve the community's quality of life, and WHEREAS, there exists a possibility of 50 percent funding through the United States Army Corps of Engineers to incorporate such enhancements. It is hereby RESOLVED that: 1) The Contra Costa County Flood Control and Water Conservation District staff shall be requested to lead and co-ordinate an effort to identify and implement modifications to the Walnut Creek channel to enhance its recreational use, 2) Modifications which would enhance other aspects of the Creek, such as restoration of a riparian habitat shall also be identified, 3) Connections to established trails shall be given consideration, 4) All potential funding sources in addition to the cost share arrangement offered by the Corps of Engineers shall be identified, 5) A Steering Committee consisting of one representative from each participating public agency shall be established, and 6) The Contra Costa County Flood Control District staff shall prepare a written report summarizing their efforts no later than three months following the date of adoption of this resolution.
